根據省委(wei)(wei)統一部署(shu),2022年9月(yue)2日至11月(yue)15日,省委(wei)(wei)第(di)(di)一巡(xun)(xun)視(shi)(shi)(shi)組對中共(gong)安徽省交通控股集團(tuan)有限公(gong)司委(wei)(wei)員會(hui)進行(xing)了巡(xun)(xun)視(shi)(shi)(shi)。2023年1月(yue)11日,省委(wei)(wei)第(di)(di)一巡(xun)(xun)視(shi)(shi)(shi)組向集團(tuan)公(gong)司黨(dang)委(wei)(wei)反饋(kui)了巡(xun)(xun)視(shi)(shi)(shi)意見(jian)。根據巡(xun)(xun)視(shi)(shi)(shi)工作相關要求(qiu),現將(jiang)巡(xun)(xun)視(shi)(shi)(shi)整改(gai)進展情況予以公(gong)布。

一、提(ti)高政治(zhi)站位,堅(jian)決扛(kang)起巡視整改(gai)政治(zhi)責任(ren)

集團公司黨委堅(jian)決扛起(qi)主體責(ze)任,迅速動員部署,系統推進整(zheng)改,強化追(zhui)責(ze)問責(ze),全面建章立(li)制,以堅(jian)決的(de)態度、務實的(de)作(zuo)風全力抓好省(sheng)委巡(xun)視(shi)反饋意見(jian)整(zheng)改落實,做好巡(xun)視(shi)“后半篇文(wen)章”。

(一(yi))強化(hua)思想認識,提(ti)高整(zheng)改自(zi)(zi)覺(jue)(jue)(jue)。集團(tuan)公(gong)司(si)黨委(wei)把巡視(shi)整(zheng)改作(zuo)(zuo)為(wei)重大(da)政治任務,深(shen)入學習(xi)貫徹習(xi)近平總書(shu)記關于巡視(shi)工(gong)作(zuo)(zuo)重要(yao)論(lun)述(shu),第一(yi)時間(jian)傳達學習(xi)省委(wei)書(shu)記專題(ti)會議精神以及省委(wei)巡視(shi)反饋意見,加強學習(xi)領會、著力學深(shen)悟透。集團(tuan)公(gong)司(si)黨委(wei)及各(ge)級(ji)黨組織將巡視(shi)反饋意見納入年度民主生活(huo)會、組織生活(huo)會對照查擺內容(rong),深(shen)度剖析自(zi)(zi)查、深(shen)入警醒反思,從衷心擁(yong)護“兩個確立”、忠誠踐(jian)行(xing)“兩個維(wei)護”的(de)高度,切實增強抓(zhua)好巡視(shi)整(zheng)改的(de)政治自(zi)(zi)覺(jue)(jue)(jue)、思想自(zi)(zi)覺(jue)(jue)(jue)和行(xing)動自(zi)(zi)覺(jue)(jue)(jue)。

(二)強化組織(zhi)領(ling)導,全力部(bu)署推進。集團層面整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo)由黨委(wei)巡視(shi)整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo)領(ling)導小組統一領(ling)導,及時召開(kai)任(ren)務(wu)(wu)分辦會(hui)(hui)、動員(yuan)部(bu)署會(hui)(hui),明(ming)確整(zheng)(zheng)(zheng)(zheng)改任(ren)務(wu)(wu)、壓實整(zheng)(zheng)(zheng)(zheng)改責(ze)任(ren),并在2023年工(gong)作(zuo)(zuo)會(hui)(hui)議上專(zhuan)門部(bu)署巡視(shi)整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo),針對(dui)省委(wei)巡視(shi)反(fan)饋的(de)34項(xiang)整(zheng)(zheng)(zheng)(zheng)改任(ren)務(wu)(wu),共分析癥(zheng)結(jie)原因75條(tiao)(tiao),制(zhi)定(ding)整(zheng)(zheng)(zheng)(zheng)改措施122條(tiao)(tiao)。6次(ci)召開(kai)黨委(wei)會(hui)(hui)暨巡視(shi)整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo)領(ling)導小組會(hui)(hui)議,專(zhuan)題研究整(zheng)(zheng)(zheng)(zheng)改相關(guan)工(gong)作(zuo)(zuo)。建(jian)立(li)“每周(zhou)一報告(gao)、半(ban)月(yue)一調度”機(ji)(ji)制(zhi),黨委(wei)主要負責(ze)同志5次(ci)主持召開(kai)調度會(hui)(hui)。直屬(shu)單位(wei)黨組織(zhi)成立(li)相應的(de)領(ling)導機(ji)(ji)構,全面負責(ze)本單位(wei)整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo)。建(jian)立(li)常態化督查(cha)(cha)機(ji)(ji)制(zhi)和工(gong)作(zuo)(zuo)提(ti)示機(ji)(ji)制(zhi),先后開(kai)展3輪督查(cha)(cha),印(yin)發10期(qi)工(gong)作(zuo)(zuo)提(ti)示;全面建(jian)立(li)銷號機(ji)(ji)制(zhi),對(dui)直屬(shu)單位(wei)對(dui)照自查(cha)(cha)問題整(zheng)(zheng)(zheng)(zheng)改情況(kuang)進行集中(zhong)審核(he)。

(三)強(qiang)化責任(ren)落(luo)實(shi)(shi),壓實(shi)(shi)整改(gai)(gai)責任(ren)。黨委(wei)主要負責同志嚴格履(lv)行第一(yi)責任(ren)人(ren)責任(ren),全(quan)面(mian)認領整改(gai)(gai)任(ren)務(wu)(wu),直(zhi)接(jie)牽頭(tou)全(quan)部34項任(ren)務(wu)(wu)整改(gai)(gai),對省委(wei)書記點(dian)人(ren)點(dian)事和涉及干(gan)部隊伍建(jian)設(she)、人(ren)才隊伍建(jian)設(she)等問題重(zhong)點(dian)統籌。黨委(wei)班(ban)子成(cheng)員切(qie)實(shi)(shi)履(lv)行“一(yi)崗(gang)雙責”,主動認領分管領域問題,強(qiang)化全(quan)覆蓋督導調度。各級黨組織層(ceng)層(ceng)壓實(shi)(shi)責任(ren),主動承接(jie)集團層(ceng)面(mian)整改(gai)(gai)任(ren)務(wu)(wu),深入開展對照自查(cha),制定自查(cha)問題整改(gai)(gai)方案,建(jian)立了橫向到(dao)邊、縱向到(dao)底的(de)三級整改(gai)(gai)落(luo)實(shi)(shi)機制。

(四)強化(hua)統籌兼(jian)顧,深化(hua)舉一反三。堅持“當下改(gai)”與“長(chang)久立”相結合(he),從個(ge)別問(wen)題(ti)(ti)中(zhong)查找共性問(wen)題(ti)(ti),從面上(shang)問(wen)題(ti)(ti)深挖根(gen)上(shang)原因,開展新一輪制(zhi)度(du)廢改(gai)立和流程再造,推(tui)動建立長(chang)效(xiao)機制(zhi),共制(zhi)定修訂制(zhi)度(du)75項(xiang)。將巡視整改(gai)與學習貫徹習近(jin)平新時代(dai)中(zhong)國特色(se)社會主(zhu)義(yi)思想主(zhu)題(ti)(ti)教育有機融合(he),將巡視指出(chu)的重點難點問(wen)題(ti)(ti)納入(ru)調查研(yan)究范疇,一體推(tui)進整改(gai)工作(zuo)。

二、堅持真改(gai)實(shi)改(gai),全面推進(jin)反饋(kui)問題整改(gai)落實(shi)

(一)貫徹(che)落實習近平總(zong)書記關于交通運輸重要(yao)論述,做(zuo)強做(zuo)優做(zuo)大國有企(qi)業方面

1.全面貫徹落實習近平總(zong)書記關于“加快建(jian)設交通強國”重要指示精神

(1)充(chong)分發(fa)揮排頭兵(bing)作(zuo)用(yong),履行國企政治(zhi)責任。一是(shi)持續強化政治(zhi)引(yin)領(ling)。集團公司(si)黨委專題學習習近(jin)平總書記關(guan)于(yu)加快(kuai)建(jian)(jian)設交(jiao)(jiao)通強國重要指(zhi)示精(jing)神(shen),進一步理清發(fa)展思路(lu);梳(shu)理匯編習近(jin)平總書記關(guan)于(yu)加快(kuai)建(jian)(jian)設交(jiao)(jiao)通強國等重要論(lun)述,納入(ru)主題教(jiao)育專題讀(du)書班和(he)理論(lun)中心(xin)組學習內容(rong)。二是(shi)全力提速(su)(su)項(xiang)目(mu)建(jian)(jian)設。制定高(gao)速(su)(su)公路(lu)年度建(jian)(jian)設計劃(hua),2023年確(que)保(bao)完成(cheng)(cheng)(cheng)投(tou)資(zi)301億(yi)(yi)元(yuan),截(jie)至5月(yue)19日累計完成(cheng)(cheng)(cheng)134.69億(yi)(yi)元(yuan)、同(tong)比增長17.6%。三是(shi)聚力實施聯(lian)(lian)通工程(cheng)。全面梳(shu)理6個省(sheng)際互(hu)聯(lian)(lian)互(hu)通項(xiang)目(mu),建(jian)(jian)立三年滾動通車計劃(hua),確(que)保(bao)年內建(jian)(jian)成(cheng)(cheng)(cheng)寧安(an)高(gao)速(su)(su)、阜(fu)淮高(gao)速(su)(su)以(yi)及寧蕪高(gao)速(su)(su)改擴建(jian)(jian),2024年建(jian)(jian)成(cheng)(cheng)(cheng)廣宣高(gao)速(su)(su)改擴建(jian)(jian),2025年建(jian)(jian)成(cheng)(cheng)(cheng)太蘄高(gao)速(su)(su)、德上高(gao)速(su)(su)祁門至皖(wan)贛界段(duan)。四是(shi)加力發(fa)展智(zhi)慧高(gao)速(su)(su)。制定實施科(ke)技信息化“十(shi)四五”規劃(hua),交(jiao)(jiao)通強國試點(dian)項(xiang)目(mu)寧蕪智(zhi)慧高(gao)速(su)(su)可確(que)保(bao)與主體工程(cheng)于(yu)2023年底同(tong)步建(jian)(jian)成(cheng)(cheng)(cheng);與中科(ke)大先研院聯(lian)(lian)手打(da)造的“科(ke)大硅(gui)谷·皖(wan)通智(zhi)慧交(jiao)(jiao)通產(chan)業園(yuan)”正式揭牌(pai)。

(2)高(gao)(gao)(gao)質(zhi)量推進戰略(lve)規劃實施。一是(shi)全力加快項(xiang)目(mu)(mu)(mu)進度。集(ji)團“十四五(wu)(wu)”前(qian)兩年完成(cheng)高(gao)(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)建(jian)(jian)(jian)設(she)(she)投資652億元、建(jian)(jian)(jian)成(cheng)通車659公(gong)(gong)里(li),均約占(zhan)“十三(san)(san)五(wu)(wu)”的82%,有效彌補(bu)了“十三(san)(san)五(wu)(wu)”欠賬。截至2022年末,我(wo)省高(gao)(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)通車里(li)程5477公(gong)(gong)里(li)、密度3.91公(gong)(gong)里(li)/百平(ping)方公(gong)(gong)里(li),里(li)程居長三(san)(san)角(jiao)第1位。二是(shi)積極承(cheng)接建(jian)(jian)(jian)設(she)(she)項(xiang)目(mu)(mu)(mu)。建(jian)(jian)(jian)立(li)“十四五(wu)(wu)”高(gao)(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)在建(jian)(jian)(jian)項(xiang)目(mu)(mu)(mu)、規劃項(xiang)目(mu)(mu)(mu)和市(shi)場爭取(qu)項(xiang)目(mu)(mu)(mu)清單,充(chong)分發(fa)揮高(gao)(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)建(jian)(jian)(jian)設(she)(she)投資主力軍作用,持續擴大有效投資,強力支撐我(wo)省“十四五(wu)(wu)”高(gao)(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)總里(li)程6800公(gong)(gong)里(li)、密度4.85公(gong)(gong)里(li)/百平(ping)方公(gong)(gong)里(li)規劃目(mu)(mu)(mu)標(biao)的實現,力爭在“十四五(wu)(wu)”期(qi)間里(li)程中部地(di)區排(pai)名至少提(ti)升1位。三(san)(san)是(shi)要素保障(zhang)加力攻堅(jian)。強化協調對接和專(zhuan)項(xiang)攻堅(jian),積極破解生態環保、土地(di)等要素制(zhi)約,合(he)徐南及合(he)徐北高(gao)(gao)(gao)速(su)(su)(su)(su)改擴建(jian)(jian)(jian)、天天高(gao)(gao)(gao)速(su)(su)(su)(su)、德上(shang)高(gao)(gao)(gao)速(su)(su)(su)(su)祁門至皖贛界段、安旌高(gao)(gao)(gao)速(su)(su)(su)(su)寧國至旌德段、宣涇高(gao)(gao)(gao)速(su)(su)(su)(su)二期(qi)等項(xiang)目(mu)(mu)(mu)前(qian)期(qi)工(gong)作加快推進。

(3)全(quan)面(mian)加快與長三角(jiao)地(di)區(qu)路網互聯(lian)互通。一是(shi)加強研究謀劃。主(zhu)動融入(ru)長三角(jiao)一體化,加強全(quan)省交(jiao)通運輸“十四五”規劃項目研究,明確2023-2025年(nian)新建高(gao)速(su)(su)公路項目跟蹤對(dui)接重點。二是(shi)全(quan)力(li)攻(gong)堅克難。按期建成通車黃千高(gao)速(su)(su),加快推進(jin)寧(ning)蕪高(gao)速(su)(su)改擴(kuo)建、寧(ning)安高(gao)速(su)(su)建設(she),可確保(bao)2023年(nian)底建成通車。三是(shi)推進(jin)用(yong)地(di)報(bao)批(pi)(pi)。建立領導包保(bao)機(ji)制,強化對(dui)接溝通,預判政策變化,持續提升(sheng)用(yong)地(di)報(bao)批(pi)(pi)效率。2022年(nian)9月以來(lai),取得徐淮(huai)阜高(gao)速(su)(su)亳(bo)(bo)州段、亳(bo)(bo)蒙(meng)高(gao)速(su)(su)渦蒙(meng)段、太蘄高(gao)速(su)(su)、蕪宣高(gao)速(su)(su)改擴(kuo)建、天(tian)(tian)天(tian)(tian)高(gao)速(su)(su)安慶段用(yong)地(di)批(pi)(pi)復。四是(shi)強化施工(gong)(gong)監管。將“在不得干擾附近居民(min)正常生(sheng)(sheng)(sheng)活的前提下合理安排生(sheng)(sheng)(sheng)產”納入(ru)招標文件條款,并加強施工(gong)(gong)組織設(she)計,切實減少工(gong)(gong)程(cheng)施工(gong)(gong)對(dui)地(di)方群眾生(sheng)(sheng)(sheng)產生(sheng)(sheng)(sheng)活的影響。

(4)加(jia)快(kuai)發展(zhan)智(zhi)(zhi)慧(hui)(hui)交通產(chan)(chan)(chan)業(ye)(ye)(ye)。一(yi)是加(jia)強智(zhi)(zhi)慧(hui)(hui)交通產(chan)(chan)(chan)業(ye)(ye)(ye)規劃(hua),明(ming)確“十四五(wu)”期(qi)間建(jian)(jian)(jian)設(she)(she)智(zhi)(zhi)慧(hui)(hui)高(gao)(gao)速示范項(xiang)目2個(ge),建(jian)(jian)(jian)成智(zhi)(zhi)慧(hui)(hui)工地示范項(xiang)目1個(ge),在高(gao)(gao)速公路營運、建(jian)(jian)(jian)設(she)(she)板塊大力(li)發展(zhan)智(zhi)(zhi)慧(hui)(hui)交通產(chan)(chan)(chan)業(ye)(ye)(ye)。二(er)是依(yi)托“科大硅(gui)谷·皖通智(zhi)(zhi)慧(hui)(hui)交通產(chan)(chan)(chan)業(ye)(ye)(ye)園”,加(jia)快(kuai)我省首個(ge)智(zhi)(zhi)慧(hui)(hui)交通“孵化器(qi)”建(jian)(jian)(jian)設(she)(she)。三是寧蕪智(zhi)(zhi)慧(hui)(hui)高(gao)(gao)速建(jian)(jian)(jian)設(she)(she)有序推進(jin),可確保2023年(nian)底與主體(ti)工程同步建(jian)(jian)(jian)成使用。四是夯實智(zhi)(zhi)慧(hui)(hui)交通數(shu)(shu)據(ju)基礎,建(jian)(jian)(jian)成大數(shu)(shu)據(ju)中心一(yi)期(qi)云平臺,開(kai)展(zhan)二(er)期(qi)數(shu)(shu)據(ju)中臺建(jian)(jian)(jian)設(she)(she);實現安徽ETC、出行服務、智(zhi)(zhi)慧(hui)(hui)高(gao)(gao)速、智(zhi)(zhi)慧(hui)(hui)工地、智(zhi)(zhi)慧(hui)(hui)加(jia)油等場景數(shu)(shu)字(zi)(zi)化,打(da)造數(shu)(shu)字(zi)(zi)設(she)(she)計院,推動工業(ye)(ye)(ye)互聯網與數(shu)(shu)字(zi)(zi)化轉型創新融合(he)發展(zhan)。

(5)全(quan)力(li)服(fu)務群眾(zhong)美好(hao)出行(xing)。一是按期建成通(tong)車合(he)蕪高(gao)速(su)改擴建蕪湖(hu)至林(lin)頭段(duan),實(shi)現(xian)合(he)蕪高(gao)速(su)全(quan)線(xian)“四改八”。二(er)是合(he)理規(gui)劃改擴建項(xiang)(xiang)目建設(she)時序,聯合(he)路(lu)(lu)政、交警部(bu)門編制(zhi)(zhi)改擴建項(xiang)(xiang)目交通(tong)組(zu)織方案(an);與鐵路(lu)(lu)部(bu)門建立定期會(hui)商協調機(ji)制(zhi)(zhi),加快涉(she)鐵工程進(jin)展。三是構建“皖美高(gao)速(su)”大路(lu)(lu)網出行(xing)服(fu)務體系,印(yin)發《涉(she)路(lu)(lu)施工管(guan)理辦法》,規(gui)范(fan)涉(she)路(lu)(lu)施工管(guan)理。四是協同(tong)制(zhi)(zhi)定《全(quan)省高(gao)速(su)公路(lu)(lu)暢(chang)通(tong)行(xing)動工作方案(an)》,進(jin)一步細化(hua)完善“一點一策(ce)”實(shi)施方案(an)。

2.做強做優做大國有企業

(6)堅持對標(biao)先進(jin)(jin),加快發(fa)(fa)展(zhan)步伐。一(yi)是全力推進(jin)(jin)“規模倍增(zeng)”“質量(liang)提(ti)升”行(xing)動,2022年營(ying)業(ye)(ye)(ye)(ye)收(shou)(shou)入、利潤總(zong)額、資(zi)產(chan)總(zong)額分別較(jiao)“十三五”末增(zeng)長(chang)59.46%、27.07%和27.8%,資(zi)產(chan)質量(liang)和盈利能力穩居(ju)(ju)行(xing)業(ye)(ye)(ye)(ye)第一(yi)方陣,凈資(zi)產(chan)收(shou)(shou)益率位(wei)居(ju)(ju)全國省級同行(xing)企(qi)業(ye)(ye)(ye)(ye)第一(yi),并重返(fan)中國企(qi)業(ye)(ye)(ye)(ye)500強。二是與浙(zhe)蘇(su)同行(xing)企(qi)業(ye)(ye)(ye)(ye)對標(biao),2022年集團(tuan)利潤差(cha)(cha)距(ju)顯著縮小(xiao)(xiao),營(ying)業(ye)(ye)(ye)(ye)收(shou)(shou)入差(cha)(cha)距(ju)有所縮小(xiao)(xiao)。三是2023年主要經(jing)營(ying)預期(qi)目標(biao)計(ji)劃(hua)增(zeng)幅不低于8%,前4個月實(shi)際完(wan)成營(ying)業(ye)(ye)(ye)(ye)收(shou)(shou)入、利潤總(zong)額保持兩位(wei)數以上高增(zeng)長(chang)態(tai)勢。四是持續深入實(shi)施“十四五”發(fa)(fa)展(zhan)規劃(hua),縱深推進(jin)(jin)國有資(zi)本(ben)投資(zi)公司改組試點(dian),到“十四五”末,力爭在主要經(jing)營(ying)指標(biao)上進(jin)(jin)一(yi)步縮小(xiao)(xiao)與浙(zhe)蘇(su)同行(xing)企(qi)業(ye)(ye)(ye)(ye)的差(cha)(cha)距(ju)。

(7)全面強化創新賦能。一(yi)是(shi)保持研(yan)發(fa)投入(ru)穩步(bu)(bu)增長。“十四五”前兩年累計投入(ru)研(yan)發(fa)經費(fei)(fei)5.5億元(yuan)(yuan),2023年計劃投入(ru)不低于(yu)3億元(yuan)(yuan)。二(er)是(shi)研(yan)發(fa)平臺(tai)持續做(zuo)強。獲批國家級博士后科研(yan)工作站(zhan),成(cheng)立綠色建筑研(yan)究(jiu)所,穩步(bu)(bu)推進(jin)(jin)安徽省裝(zhuang)配(pei)式橋梁建造與運(yun)維工程研(yan)究(jiu)中(zhong)心、安徽理(li)工大學研(yan)究(jiu)生(sheng)聯合培養基(ji)地(di)和教學實習(xi)基(ji)地(di)、安徽省公路(lu)低碳材料工程研(yan)究(jiu)中(zhong)心等共建項(xiang)(xiang)(xiang)目(mu)(mu),策(ce)劃成(cheng)立智慧高(gao)速(su)技術創新聯盟。三是(shi)創新激勵(li)機制進(jin)(jin)一(yi)步(bu)(bu)完善。制定修訂《人(ren)才發(fa)展獎(jiang)勵(li)基(ji)金管(guan)理(li)暫行辦法(fa)》《科技經費(fei)(fei)與獎(jiang)勵(li)管(guan)理(li)辦法(fa)》。四是(shi)科技研(yan)發(fa)方(fang)向更加聚焦。編(bian)制2023年科技項(xiang)(xiang)(xiang)目(mu)(mu)選(xuan)題指(zhi)南,基(ji)礎性(xing)(xing)、原創性(xing)(xing)關鍵技術以及(ji)智慧高(gao)速(su)等前沿性(xing)(xing)項(xiang)(xiang)(xiang)目(mu)(mu)占比(bi)達(da)到(dao)50%以上,其中(zhong)智慧高(gao)速(su)項(xiang)(xiang)(xiang)目(mu)(mu)9項(xiang)(xiang)(xiang)。優選(xuan)實施(shi)“揭榜掛帥”科技項(xiang)(xiang)(xiang)目(mu)(mu)3個。

(10)認真貫徹落實(shi)綠(lv)色發(fa)展理(li)念。一(yi)是(shi)蕪(wu)合高速改擴建等3個項目揚(yang)塵污染問(wen)題(ti)2022年已整(zheng)改銷號(hao)。二是(shi)制(zhi)定2023年服(fu)(fu)(fu)(fu)務(wu)區改造提升(sheng)計(ji)劃,48對服(fu)(fu)(fu)(fu)務(wu)區污水接入城市管網工程正(zheng)在實(shi)施招標,預計(ji)年底(di)(di)(di)完成;開展17對服(fu)(fu)(fu)(fu)務(wu)區節水裝置改造和72對服(fu)(fu)(fu)(fu)務(wu)區環境品質提升(sheng),預計(ji)10月底(di)(di)(di)完成;所(suo)轄服(fu)(fu)(fu)(fu)務(wu)區已于(yu)2022年底(di)(di)(di)實(shi)現充電樁全覆蓋,截至2023年5月19日(ri),充電樁數量占比提升(sheng)至6.84%,力爭(zheng)2025年底(di)(di)(di)前實(shi)現全省(sheng)高速公路服(fu)(fu)(fu)(fu)務(wu)區充電樁不少于(yu)2000個、每個服(fu)(fu)(fu)(fu)務(wu)區充電基礎設施不低于(yu)小型客(ke)車(che)停(ting)車(che)位(wei)的10%目標。三是(shi)制(zhi)度機制(zhi)進一(yi)步完善,制(zhi)定落實(shi)《環境保護管理(li)指(zhi)南》《環境隱(yin)患排查治理(li)工作(zuo)手(shou)冊(ce)》。四是(shi)部署開展生(sheng)態環保檢(jian)查,發(fa)現五大(da)類30項問(wen)題(ti),已完成整(zheng)改21項,正(zheng)在推進9項。五是(shi)培育(yu)壯大(da)光(guang)伏等新能源產業(ye),打造集“光(guang)儲充換”于(yu)一(yi)體的綜合能源島,光(guang)伏電站累計(ji)裝機容(rong)量增至35兆瓦(wa)。

(13)深入實(shi)施國有(you)資(zi)(zi)產(chan)資(zi)(zi)本化證(zheng)(zheng)券化行(xing)動。制定國有(you)資(zi)(zi)產(chan)資(zi)(zi)本化證(zheng)(zheng)券化工(gong)作方案和2023年(nian)(nian)工(gong)作要(yao)點(dian)(dian),2022年(nian)(nian)末集(ji)團(tuan)(tuan)資(zi)(zi)產(chan)證(zheng)(zheng)券化率較2021年(nian)(nian)提(ti)升3.2個百分點(dian)(dian)。一是(shi)成(cheng)功(gong)發(fa)行(xing)國內規模最(zui)大的(de)公募REITs,創造(zao)公募REITs市場多項紀錄,為我省國企利用資(zi)(zi)本市場提(ti)供新(xin)的(de)范式。二是(shi)發(fa)揮上市公司(si)平臺(tai)功(gong)能,接續(xu)推進高(gao)速公路(lu)資(zi)(zi)產(chan)注入,有(you)序實(shi)施六(liu)武高(gao)速安徽段資(zi)(zi)產(chan)證(zheng)(zheng)券化;地產(chan)集(ji)團(tuan)(tuan)酒(jiu)店資(zi)(zi)產(chan)CMBS發(fa)行(xing)取(qu)得上交所掛牌轉讓無異(yi)議(yi)函。三(san)是(shi)力(li)爭“十四五(wu)”末資(zi)(zi)產(chan)證(zheng)(zheng)券化率達到30%;皖(wan)通公司(si)力(li)爭“十四五(wu)”末資(zi)(zi)產(chan)總(zong)額達到450億元,在全(quan)國同業排名爭先進位。

4.全(quan)力推進國有(you)資本投資公司改革

(14)全(quan)面落(luo)(luo)實國(guo)有資本(ben)(ben)投資公司改(gai)組試(shi)(shi)點任務。貫徹落(luo)(luo)實省(sheng)委、省(sheng)政府部(bu)署,推(tui)(tui)進(jin)6個方面66項試(shi)(shi)點任務如期(qi)落(luo)(luo)地。一(yi)是(shi)(shi)著力打造“戰(zhan)略型”總(zong)部(bu),深入(ru)推(tui)(tui)進(jin)財務共享中心等(deng)操(cao)作型職能中心建(jian)設(she)。二是(shi)(shi)圍繞(rao)形(xing)成以(yi)管資本(ben)(ben)為(wei)(wei)(wei)(wei)主(zhu)的管理體(ti)制,對集團“三重一(yi)大(da)”決(jue)策事項清(qing)單、授權(quan)放權(quan)事項清(qing)單動(dong)態調整;以(yi)資本(ben)(ben)為(wei)(wei)(wei)(wei)紐帶,以(yi)股權(quan)為(wei)(wei)(wei)(wei)基礎(chu),以(yi)派出董(dong)(dong)事、監事為(wei)(wei)(wei)(wei)依(yi)托,著力加強子企(qi)業董(dong)(dong)事會建(jian)設(she)和規(gui)范運作,依(yi)法保障子企(qi)業經(jing)營自主(zhu)權(quan)。三是(shi)(shi)按照“方向要(yao)準、內涵要(yao)實、監管要(yao)科學”要(yao)求,深入(ru)落(luo)(luo)實改(gai)組試(shi)(shi)點方案,吸收借(jie)鑒中央企(qi)業試(shi)(shi)點經(jing)驗,推(tui)(tui)進(jin)試(shi)(shi)點工作提質提效。

8.嚴查“靠企吃企”,健(jian)全(quan)廉潔風險(xian)防控體系

(27)全面規范招(zhao)(zhao)(zhao)標(biao)(biao)采(cai)(cai)購(gou)(gou)。一是巡視(shi)指出的內(nei)部審(shen)計(ji)(ji)發現問(wen)(wen)(wen)題(ti)均已落(luo)實(shi)審(shen)計(ji)(ji)整(zheng)改意(yi)見,并對相關(guan)責(ze)任人進(jin)行(xing)追責(ze)處理(li)(li),相關(guan)問(wen)(wen)(wen)題(ti)線索集團公司紀委正在進(jin)一步(bu)核查(cha)。二是開展2021-2022年招(zhao)(zhao)(zhao)標(biao)(biao)采(cai)(cai)購(gou)(gou)和合同履約專(zhuan)項檢(jian)查(cha),完(wan)成(cheng)對直屬各(ge)單(dan)位(wei)和部分(fen)三級單(dan)位(wei)的檢(jian)查(cha),合計(ji)(ji)檢(jian)查(cha)1498個項目(mu),發現問(wen)(wen)(wen)題(ti)均已落(luo)實(shi)整(zheng)改處理(li)(li)。三是開展工程建(jian)設招(zhao)(zhao)(zhao)投標(biao)(biao)領域問(wen)(wen)(wen)題(ti)專(zhuan)項治理(li)(li),初步(bu)清查(cha)問(wen)(wen)(wen)題(ti)504個,完(wan)成(cheng)整(zheng)改477個,追責(ze)問(wen)(wen)(wen)責(ze)76人。四是制(zhi)定(ding)、修訂《非招(zhao)(zhao)(zhao)標(biao)(biao)方式采(cai)(cai)購(gou)(gou)管(guan)理(li)(li)辦法》《干部職工違(wei)規插手干預(yu)招(zhao)(zhao)(zhao)標(biao)(biao)采(cai)(cai)購(gou)(gou)事項記錄暫行(xing)辦法》等制(zhi)度,進(jin)一步(bu)完(wan)善(shan)管(guan)控流程和監管(guan)手段。五(wu)是強化年度采(cai)(cai)購(gou)(gou)計(ji)(ji)劃審(shen)核,建(jian)立招(zhao)(zhao)(zhao)采(cai)(cai)平(ping)臺采(cai)(cai)購(gou)(gou)簡報(bao)、通報(bao)機(ji)制(zhi),進(jin)一步(bu)完(wan)善(shan)平(ping)臺采(cai)(cai)購(gou)(gou)項目(mu)審(shen)核流程。

(28)積(ji)極整治“靠路(lu)吃路(lu)”問(wen)(wen)題。一(yi)(yi)是專(zhuan)項(xiang)(xiang)監(jian)督更(geng)加(jia)深入。開(kai)展(zhan)靠企(qi)吃企(qi)專(zhuan)項(xiang)(xiang)整治監(jian)督,排查(cha)起底2019年以(yi)來的問(wen)(wen)題線(xian)索,對涉(she)靠企(qi)吃企(qi)線(xian)索形成專(zhuan)項(xiang)(xiang)臺賬并抽查(cha)復核;2023年3月面(mian)向集團中(zhong)層管理人員、總部和直屬(shu)單(dan)位(wei)主管以(yi)上人員2280名開(kai)展(zhan)經商辦企(qi)業(ye)排查(cha),累(lei)計(ji)發現問(wen)(wen)題20個。二是廉(lian)潔(jie)教育、警(jing)示(shi)(shi)教育進一(yi)(yi)步深化。持續(xu)面(mian)向基層單(dan)位(wei)開(kai)展(zhan)“紀(ji)法(fa)下基層宣(xuan)講(jiang)”;編印(yin)《違(wei)紀(ji)違(wei)法(fa)案例警(jing)示(shi)(shi)教育讀本》;以(yi)黨支部為單(dan)位(wei),開(kai)設“五(wu)分鐘話廉(lian)”微黨課(ke)、“沉浸式”警(jing)示(shi)(shi)教育課(ke)堂;圍繞2個違(wei)紀(ji)違(wei)法(fa)典(dian)型案例針對性開(kai)展(zhan)警(jing)示(shi)(shi)教育,運用身(shen)邊(bian)事(shi)教育身(shen)邊(bian)人。持續(xu)通過“安徽交通控(kong)股紀(ji)檢監(jian)察”微信公(gong)眾(zhong)號開(kai)展(zhan)警(jing)示(shi)(shi)教育。三是制(zhi)(zhi)度機制(zhi)(zhi)更(geng)加(jia)完(wan)善。集團公(gong)司(si)紀(ji)委(wei)編印(yin)《廉(lian)潔(jie)風(feng)險防(fang)控(kong)手冊(2.0版)》,出臺《關于加(jia)強新時(shi)代(dai)廉(lian)潔(jie)文化建(jian)設實施辦法(fa)》《廉(lian)潔(jie)家(jia)訪制(zhi)(zhi)度》等,強化廉(lian)潔(jie)風(feng)險防(fang)控(kong)。

9.嚴格落實(shi)中央八項規定(ding)精神

(34)加(jia)強(qiang)紀委自(zi)身(shen)(shen)整(zheng)改(gai)(gai)。一是(shi)堅持立行立改(gai)(gai),相關單(dan)(dan)位紀委副書(shu)記兼任(ren)其(qi)他職務(wu)(wu)問題(ti)已整(zheng)改(gai)(gai),各直屬(shu)單(dan)(dan)位紀檢(jian)(jian)機構(gou)、派駐紀檢(jian)(jian)組均將巡(xun)(xun)視發(fa)(fa)現問題(ti)整(zheng)改(gai)(gai)納入日(ri)常監(jian)(jian)督(du)。二是(shi)強(qiang)化舉一反三(san)。對直屬(shu)單(dan)(dan)位紀檢(jian)(jian)機構(gou)設(she)置和(he)(he)紀委干部配(pei)備情(qing)(qing)況(kuang)進行再摸排,均未(wei)發(fa)(fa)現“三(san)轉(zhuan)(zhuan)”不到位問題(ti);開(kai)展(zhan)紀檢(jian)(jian)監(jian)(jian)察(cha)干部隊伍教育(yu)整(zheng)頓,推動(dong)集(ji)團本級(ji)和(he)(he)直屬(shu)單(dan)(dan)位紀檢(jian)(jian)機構(gou)強(qiang)化隊伍建設(she)。三(san)是(shi)加(jia)大監(jian)(jian)督(du)力度。集(ji)團公司(si)(si)紀委召開(kai)6次調度會、開(kai)展(zhan)5輪專項督(du)查,加(jia)強(qiang)對各單(dan)(dan)位落(luo)實(shi)巡(xun)(xun)視整(zheng)改(gai)(gai)任(ren)務(wu)(wu)的動(dong)態督(du)促和(he)(he)監(jian)(jian)督(du)檢(jian)(jian)查。四是(shi)制度機制更加(jia)完善。修(xiu)訂《集(ji)團公司(si)(si)直屬(shu)單(dan)(dan)位紀檢(jian)(jian)機構(gou)考(kao)核辦(ban)法》,加(jia)強(qiang)對落(luo)實(shi)自(zi)身(shen)(shen)整(zheng)改(gai)(gai)任(ren)務(wu)(wu)以(yi)及“三(san)轉(zhuan)(zhuan)”情(qing)(qing)況(kuang)的考(kao)核,并將落(luo)實(shi)情(qing)(qing)況(kuang)納入政(zheng)治監(jian)(jian)督(du)清單(dan)(dan)和(he)(he)日(ri)常監(jian)(jian)督(du)清單(dan)(dan)。

三、注重常態(tai)長效,全(quan)面推(tui)進從嚴(yan)治(zhi)黨向(xiang)縱深發展

(一(yi))持續強(qiang)化政治建設(she)。深(shen)(shen)入開展學習(xi)貫徹習(xi)近平(ping)新時代中(zhong)國特色社會(hui)主義(yi)思想(xiang)主題教(jiao)育,持續深(shen)(shen)入學習(xi)貫徹黨的二十大(da)(da)精(jing)神(shen),教(jiao)育引導集(ji)團(tuan)各(ge)級黨組織和廣大(da)(da)黨員干(gan)部深(shen)(shen)刻領(ling)悟“兩(liang)個確立”的決定性意義(yi),增強(qiang)“四個意識(shi)”、堅定“四個自信”、做(zuo)(zuo)到(dao)“兩(liang)個維護”,始(shi)終在思想(xiang)上政治上行動上同(tong)以(yi)習(xi)近平(ping)同(tong)志為核(he)心的黨中(zhong)央(yang)保持高度(du)一(yi)致,堅決做(zuo)(zuo)到(dao)“總書記有號令、黨中(zhong)央(yang)有部署,安徽見行動,交控抓落實”。

(二)持續推進(jin)問題(ti)整改。切實扛牢扛實主體責任,繼續強(qiang)化督導調度,全力(li)(li)推進(jin)剩余問題(ti)改徹底、改到位(wei)。對已(yi)完成(cheng)整改的(de)問題(ti),適時組(zu)織開展“回(hui)頭看”,堅決防止反彈回(hui)潮。對需(xu)要長期(qi)堅持的(de)問題(ti),堅持目(mu)標(biao)不(bu)變、標(biao)準不(bu)降(jiang)、力(li)(li)度不(bu)減,保(bao)持時間進(jin)度、整改質量、工作(zuo)力(li)(li)度始終(zhong)如(ru)一(yi)。堅持把抓整改融入(ru)(ru)(ru)日(ri)常工作(zuo)、融入(ru)(ru)(ru)深(shen)化改革、融入(ru)(ru)(ru)全面從(cong)嚴(yan)治黨、融入(ru)(ru)(ru)班子隊伍建設,更好發揮巡(xun)視監督保(bao)障執行、促進(jin)完善發展作(zuo)用。

(三)持(chi)續推(tui)進(jin)(jin)成果運用。強(qiang)化全(quan)面(mian)排(pai)查,確保所有問(wen)題查清查實,力爭(zheng)集(ji)團范圍內查徹底(di)、查到位,持(chi)續鞏固整改成效,發(fa)揮震懾效應。推(tui)進(jin)(jin)新一輪制(zhi)度廢改立,進(jin)(jin)一步補(bu)齊制(zhi)度短板、堵塞(sai)機制(zhi)漏洞,推(tui)動(dong)問(wen)題整改不貳過,實現以巡促改、以巡促建(jian)、以巡促治,真(zhen)正以高質(zhi)量(liang)(liang)巡視整改推(tui)動(dong)集(ji)團高質(zhi)量(liang)(liang)發(fa)展。

(四)持(chi)續(xu)推進(jin)(jin)從(cong)(cong)嚴治(zhi)黨(dang)。強化“四責協同”機制、推進(jin)(jin)“四個監(jian)督”全覆蓋,推動(dong)全面從(cong)(cong)嚴治(zhi)黨(dang)向(xiang)縱深(shen)(shen)發(fa)展。牢固樹立大(da)抓基層的鮮明導向(xiang),持(chi)續(xu)提升基層黨(dang)建規(gui)范化水平,增強黨(dang)組織的政治(zhi)功能和(he)組織功能。深(shen)(shen)入(ru)抓好違反中央八(ba)項規(gui)定精神問題(ti)、群眾(zhong)身(shen)邊不(bu)(bu)正之(zhi)風和(he)腐敗(bai)問題(ti)整治(zhi),始終保持(chi)懲治(zhi)腐敗(bai)高(gao)壓態勢(shi),圍繞(rao)廉(lian)政風險點建章立制、精準施治(zhi),一體推進(jin)(jin)不(bu)(bu)敢腐、不(bu)(bu)能腐、不(bu)(bu)想(xiang)腐,努力(li)打造“清廉(lian)交控”。
