大(da)家(jia)(jia)好!非(fei)常(chang)高(gao)興和(he)大(da)家(jia)(jia)見面。感(gan)謝大(da)家(jia)(jia)長期以來(lai)對安徽(hui)交通運輸工作(zuo)的關心和(he)支持。近日,《安徽(hui)省(sheng)深化(hua)收(shou)費(fei)(fei)公(gong)路制(zhi)度(du)(du)改革(ge)取消(xiao)高(gao)速(su)公(gong)路省(sheng)界(jie)(jie)收(shou)費(fei)(fei)站(zhan)(zhan)工作(zuo)實(shi)施方(fang)(fang)案(an)》(皖收(shou)費(fei)(fei)路改〔2019〕2號)(以下(xia)簡稱《實(shi)施方(fang)(fang)案(an)》)已經省(sheng)政府同意(yi),由(you)省(sheng)收(shou)費(fei)(fei)公(gong)路制(zhi)度(du)(du)改革(ge)取消(xiao)高(gao)速(su)公(gong)路省(sheng)界(jie)(jie)收(shou)費(fei)(fei)站(zhan)(zhan)工作(zuo)領(ling)導小組正式印發,下(xia)面就該《實(shi)施方(fang)(fang)案(an)》有關情況向大(da)家(jia)(jia)簡要介紹。
黨中央、國務院高度重(zhong)視深(shen)化(hua)收(shou)費(fei)(fei)公路(lu)(lu)制度改革取消高速(su)(su)公路(lu)(lu)省界收(shou)費(fei)(fei)站工作(zuo)。2018年(nian)12月,習(xi)近平總書記在中央經(jing)濟工作(zuo)會議(yi)上要求(qiu)“提高綜合交通運(yun)輸(shu)網絡效(xiao)率(lv),降低(di)高速(su)(su)公路(lu)(lu)、機(ji)場、港口、鐵路(lu)(lu)等收(shou)費(fei)(fei),降低(di)物流成本”。今年(nian)3月,李克強(qiang)總理在《政府工作(zuo)報告》中提出“深(shen)化(hua)收(shou)費(fei)(fei)公路(lu)(lu)制度改革,推動降低(di)過路(lu)(lu)過橋費(fei)(fei)用……兩年(nian)內基本取消全國高速(su)(su)公路(lu)(lu)省界收(shou)費(fei)(fei)站,實現(xian)不(bu)停車(che)快(kuai)捷(jie)收(shou)費(fei)(fei),減少擁(yong)堵、便利群眾”,并要求(qiu)“力爭提前實現(xian)”。
深化收(shou)費(fei)公(gong)(gong)路(lu)制度改(gai)革(ge)取(qu)消高速(su)公(gong)(gong)路(lu)省界收(shou)費(fei)站工(gong)(gong)作(zuo)是(shi)黨中(zhong)央、國(guo)務(wu)院作(zuo)出的(de)重(zhong)大決策(ce)部(bu)署(shu),是(shi)一項(xiang)嚴肅的(de)政(zheng)治(zhi)任(ren)務(wu)、重(zhong)大的(de)民生(sheng)工(gong)(gong)程,也是(shi)一場時(shi)間緊、任(ren)務(wu)重(zhong)、要(yao)求高的(de)攻堅戰。安(an)徽(hui)省委(wei)、省政(zheng)府對此高度重(zhong)視,省交(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)廳按照(zhao)中(zhong)央及(ji)部(bu)省指示要(yao)求,根據國(guo)務(wu)院辦公(gong)(gong)廳《關(guan)于(yu)印(yin)發深化收(shou)費(fei)公(gong)(gong)路(lu)制度改(gai)革(ge)取(qu)消高速(su)公(gong)(gong)路(lu)省界收(shou)費(fei)站實(shi)施方(fang)案的(de)通(tong)(tong)(tong)(tong)知(zhi)》(國(guo)辦發〔2019〕23號(hao))、交(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)部(bu)辦公(gong)(gong)廳《關(guan)于(yu)成立深化收(shou)費(fei)公(gong)(gong)路(lu)制度改(gai)革(ge)取(qu)消高速(su)公(gong)(gong)路(lu)省界收(shou)費(fei)站工(gong)(gong)作(zuo)總指揮部(bu)有關(guan)事項(xiang)的(de)通(tong)(tong)(tong)(tong)知(zhi)》(交(jiao)辦人教〔2019〕42號(hao))等文件,結(jie)合安(an)徽(hui)實(shi)際,制定我(wo)省《實(shi)施方(fang)案》,報省政(zheng)府常務(wu)會審議通(tong)(tong)(tong)(tong)過,目前已(yi)正式印(yin)發。
《實施方(fang)案》主(zhu)要包括目標要求、工作任務及(ji)保障措施三個方(fang)面內容:
一、目標要求
按照交(jiao)通運(yun)輸部辦(ban)公(gong)廳〔2019〕42號文中關(guan)于(yu)“兩(liang)年(nian)內(nei)基本取(qu)消全(quan)國(guo)高速公(gong)路(lu)省界收(shou)(shou)費站,實現(xian)不(bu)停(ting)車(che)(che)快(kuai)捷收(shou)(shou)費”的(de)總要求,結合實際(ji),我(wo)省《實施方案》明確(que):按照應急工(gong)程簡化(hua)程序,加快(kuai)相關(guan)工(gong)程建設,2019年(nian)10月(yue)(yue)底(di)前(qian)完成(cheng)電(dian)子不(bu)停(ting)車(che)(che)收(shou)(shou)費系統(tong)(tong)(ETC)門(men)架系統(tong)(tong)等(deng)軟(ruan)硬件(jian)建設任務,11月(yue)(yue)初開始聯調聯試,12月(yue)(yue)底(di)前(qian)具備新舊(jiu)系統(tong)(tong)切換條件(jian),確(que)保年(nian)底(di)前(qian)如期取(qu)消我(wo)省高速公(gong)路(lu)21個具備條件(jian)的(de)省界收(shou)(shou)費站。同(tong)時大力推廣(guang)普(pu)及ETC車(che)(che)載裝(zhuang)(zhuang)(zhuang)置的(de)安裝(zhuang)(zhuang)(zhuang)與使(shi)用(yong),2019年(nian)底(di)前(qian)全(quan)省在(zai)籍汽(qi)車(che)(che)ETC車(che)(che)載裝(zhuang)(zhuang)(zhuang)置安裝(zhuang)(zhuang)(zhuang)率達到(dao)80%以上(shang),全(quan)省高速公(gong)路(lu)入口車(che)(che)輛使(shi)用(yong)ETC比例達到(dao)90%以上(shang)。積極穩妥(tuo)完成(cheng)人員(yuan)安置等(deng)各項工(gong)作,確(que)保全(quan)省高速公(gong)路(lu)安全(quan)穩定運(yun)行。
二、工作任務
取消省界(jie)收(shou)費(fei)(fei)站是(shi)(shi)一項復雜的系統工(gong)程,是(shi)(shi)收(shou)費(fei)(fei)模式和收(shou)費(fei)(fei)技術(shu)的重構。結合本省實際,在具體(ti)工(gong)作任務(wu)部(bu)署(shu)上,主要是(shi)(shi)3個(ge)方面的任務(wu):
一是加(jia)快(kuai)建(jian)設(she)和(he)完(wan)善(shan)我(wo)省(sheng)(sheng)(sheng)(sheng)(sheng)高(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)體(ti)系(xi)(xi)。包括編制(zhi)總體(ti)方(fang)案、拆(chai)除(chu)省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)、ETC門(men)架系(xi)(xi)統(tong)建(jian)設(she)、省(sheng)(sheng)(sheng)(sheng)(sheng)級聯網(wang)(wang)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)系(xi)(xi)統(tong)建(jian)設(she)、部省(sheng)(sheng)(sheng)(sheng)(sheng)聯網(wang)(wang)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)系(xi)(xi)統(tong)聯調測試、高(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)入口不(bu)停車(che)(che)稱重檢測系(xi)(xi)統(tong)建(jian)設(she)、省(sheng)(sheng)(sheng)(sheng)(sheng)域聯網(wang)(wang)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)系(xi)(xi)統(tong)網(wang)(wang)絡安(an)全加(jia)固(gu)。具體(ti)工程(cheng)和(he)軟(ruan)硬件系(xi)(xi)統(tong)建(jian)設(she)時間期(qi)限在目(mu)標要求(qiu)里(li)已經提過。最終目(mu)標就是10月底前(qian)建(jian)設(she)省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)和(he)非省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)ETC門(men)架系(xi)(xi)統(tong)約750套,實(shi)現對ETC車(che)(che)輛分(fen)段(duan)計(ji)費(fei)(fei)(fei)(fei)(fei)扣費(fei)(fei)(fei)(fei)(fei)、人工收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(MTC)車(che)(che)輛分(fen)段(duan)計(ji)費(fei)(fei)(fei)(fei)(fei);年(nian)底前(qian)如期(qi)取消我(wo)省(sheng)(sheng)(sheng)(sheng)(sheng)高(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)21個(ge)具備(bei)條件的省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan),在剩余的10個(ge)省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)中(zhong),需(xu)改擴(kuo)建(jian)匝道(dao)(dao)的5個(ge)省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)改擴(kuo)建(jian)工程(cheng)計(ji)劃于12月底完(wan)成,另(ling)外在暫(zan)不(bu)具備(bei)取消條件的5個(ge)省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)中(zhong),G36寧(ning)(ning)洛高(gao)(gao)速(su)(su)(su)(su)曹(cao)莊站(zhan)(zhan)(zhan)(zhan)、G40滬陜高(gao)(gao)速(su)(su)(su)(su)吳(wu)莊站(zhan)(zhan)(zhan)(zhan)、G4211寧(ning)(ning)蕪高(gao)(gao)速(su)(su)(su)(su)寧(ning)(ning)馬站(zhan)(zhan)(zhan)(zhan)等3個(ge)省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)與(yu)江(jiang)蘇(su)省(sheng)(sheng)(sheng)(sheng)(sheng)相連道(dao)(dao)路(lu)為開放式交通(tong),待江(jiang)蘇(su)省(sheng)(sheng)(sheng)(sheng)(sheng)完(wan)成道(dao)(dao)路(lu)封閉化(hua)改造后(hou)再拆(chai)除(chu)物(wu)理收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)。G4012溧寧(ning)(ning)高(gao)(gao)速(su)(su)(su)(su)皖蘇(su)郎溪站(zhan)(zhan)(zhan)(zhan)、S05宣(xuan)桐高(gao)(gao)速(su)(su)(su)(su)皖浙千秋關(guan)站(zhan)(zhan)(zhan)(zhan)2個(ge)省(sheng)(sheng)(sheng)(sheng)(sheng)界(jie)(jie)(jie)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)受省(sheng)(sheng)(sheng)(sheng)(sheng)際“斷頭路(lu)”影響(xiang),目(mu)前(qian)作(zuo)為高(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)匝道(dao)(dao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)使用,本次(ci)同(tong)步安(an)裝ETC門(men)架系(xi)(xi)統(tong),待鄰省(sheng)(sheng)(sheng)(sheng)(sheng)高(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路(lu)通(tong)車(che)(che)后(hou)再拆(chai)除(chu)物(wu)理收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)(zhan)(zhan)(zhan)。
二是(shi)加快ETC發展(zhan)(zhan)應用(yong)(yong)(yong)。包括制定(ding)(ding)ETC發展(zhan)(zhan)應用(yong)(yong)(yong)工作方案、加快ETC用(yong)(yong)(yong)戶發展(zhan)(zhan)、實施ETC車(che)(che)(che)載裝(zhuang)置免(mian)費安(an)裝(zhuang)、拓展(zhan)(zhan)ETC發行渠道、共(gong)享車(che)(che)(che)輛(liang)注冊信息、推進(jin)汽車(che)(che)(che)預(yu)置安(an)裝(zhuang)ETC車(che)(che)(che)載裝(zhuang)置、拓展(zhan)(zhan)ETC服(fu)務功能等。同時根據各地2018年(nian)底(di)(di)汽車(che)(che)(che)保有(you)量(liang),制定(ding)(ding)各地ETC用(yong)(yong)(yong)戶發展(zhan)(zhan)計劃,充分發揮各市人民政府主體(ti)作用(yong)(yong)(yong),按照屬地管理原則,調動各方資源,采(cai)用(yong)(yong)(yong)“政府+市場”方式,加快ETC用(yong)(yong)(yong)戶發展(zhan)(zhan),力(li)爭2019年(nian)底(di)(di)前(qian)發行370萬用(yong)(yong)(yong)戶,確保年(nian)底(di)(di)前(qian)全(quan)省在籍汽車(che)(che)(che)ETC車(che)(che)(che)載裝(zhuang)置安(an)裝(zhuang)率達到80%以上,全(quan)省高(gao)速公路入口(kou)車(che)(che)(che)輛(liang)使用(yong)(yong)(yong)ETC比例達到90%以上。
三是調(diao)整完善(shan)我省收(shou)費(fei)公(gong)路(lu)相關法規政(zheng)(zheng)策(ce)。包括(kuo)梳理完善(shan)地方(fang)(fang)性(xing)收(shou)費(fei)公(gong)路(lu)收(shou)費(fei)政(zheng)(zheng)策(ce)、制(zhi)定車輛(liang)通行(xing)費(fei)標準、實(shi)施差異化收(shou)費(fei)政(zheng)(zheng)策(ce)、落實(shi)稽查(cha)和信(xin)用措(cuo)施、推動政(zheng)(zheng)府收(shou)費(fei)公(gong)路(lu)存量(liang)債務置(zhi)換等,特別在人員分流安置(zhi)方(fang)(fang)面,我們將按照國家法律(lv)法規和政(zheng)(zheng)策(ce),根(gen)據部省指(zhi)示要求,堅持屬(shu)地負責(ze)和轉(zhuan)崗不下崗的基(ji)本(ben)原則,結合(he)(he)我省實(shi)際,制(zhi)定收(shou)費(fei)人員安置(zhi)工作方(fang)(fang)案(an),以(yi)內部擇優轉(zhuan)崗為主,通過新開通高速(su)公(gong)路(lu)項目、ETC發行(xing)和客服(fu)、收(shou)費(fei)系統后(hou)臺服(fu)務、高速(su)公(gong)路(lu)服(fu)務區、公(gong)路(lu)養護、機電運維等多渠道分流安置(zhi)收(shou)費(fei)人員,依法妥善(shan)處理職(zhi)工人事勞動關系,保障收(shou)費(fei)人員合(he)(he)法權(quan)益(yi)。
三、保障措施
一是(shi)加強(qiang)(qiang)(qiang)組織領(ling)(ling)導(dao)(dao)。根(gen)據(ju)(ju)國(guo)辦(ban)發〔2019〕23號文件精神,成(cheng)立省(sheng)領(ling)(ling)導(dao)(dao)小組,同時(shi)根(gen)據(ju)(ju)交通運(yun)輸部(bu)具(ju)體(ti)要求(qiu),同步成(cheng)立省(sheng)總(zong)指(zhi)(zhi)揮部(bu),由(you)省(sheng)政府分(fen)管領(ling)(ling)導(dao)(dao)任組長(chang)和總(zong)指(zhi)(zhi)揮長(chang)。省(sheng)總(zong)指(zhi)(zhi)揮部(bu)負(fu)責具(ju)體(ti)工作(zuo)落實推(tui)進。領(ling)(ling)導(dao)(dao)小組和指(zhi)(zhi)揮部(bu)分(fen)別負(fu)責決策部(bu)署(shu)和具(ju)體(ti)執行(xing),有利(li)于構建(jian)層(ceng)級明(ming)確、高效(xiao)有序的指(zhi)(zhi)揮體(ti)系(xi),其他兄弟省(sheng)份也大(da)多(duo)采用這種(zhong)模式。二是(shi)強(qiang)(qiang)(qiang)化責任落實。將(jiang)各(ge)項工作(zuo)落實情況納入(ru)(ru)省(sheng)政府對(dui)各(ge)市人民政府、省(sheng)直相(xiang)(xiang)關單(dan)(dan)位、相(xiang)(xiang)關企(qi)業年度(du)目標績效(xiao)考核。三是(shi)強(qiang)(qiang)(qiang)化資金(jin)保障。對(dui)取消高速公路(lu)(lu)省(sheng)界(jie)收(shou)費站涉及(ji)(ji)ETC車載裝(zhuang)置安(an)裝(zhuang)、系(xi)統和設(she)施建(jian)設(she)改造等資金(jin),各(ge)高速公路(lu)(lu)經營單(dan)(dan)位通過通行(xing)費收(shou)入(ru)(ru)列支(zhi),積極爭取中央財政安(an)排車輛購(gou)置稅給予適當補貼,省(sheng)財政安(an)排一定資金(jin),鼓(gu)勵通過市場(chang)機制籌集資金(jin)。四是(shi)強(qiang)(qiang)(qiang)化安(an)全(quan)管理。做(zuo)好(hao)取消高速公路(lu)(lu)省(sheng)界(jie)收(shou)費站建(jian)設(she)改造期間交通安(an)全(quan)、施工安(an)全(quan)相(xiang)(xiang)關保障工作(zuo),維護(hu)正常通行(xing)秩序,避免發生(sheng)(sheng)長(chang)時(shi)間擁堵,防止群體(ti)性事件發生(sheng)(sheng)。五(wu)是(shi)強(qiang)(qiang)(qiang)化宣傳引(yin)導(dao)(dao)。加強(qiang)(qiang)(qiang)對(dui)取消高速公路(lu)(lu)省(sheng)界(jie)收(shou)費站、實現(xian)不停車快捷收(shou)費相(xiang)(xiang)關政策的宣傳解讀,正確引(yin)導(dao)(dao)社會預期,及(ji)(ji)時(shi)回應(ying)公眾關切,營造良好(hao)輿論氛圍。

答:取消高速(su)公(gong)(gong)(gong)路(lu)(lu)(lu)省界(jie)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)是一個(ge)復雜的(de)系(xi)統(tong)工(gong)程(cheng),涉及到大(da)(da)量的(de)方(fang)案制定、工(gong)程(cheng)建設(she)、收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)政(zheng)策(ce)(ce)(ce)(ce)優(you)化(hua)(hua)調整(zheng)(zheng)、ETC推(tui)廣(guang)普及等(deng)(deng)相關工(gong)作。圍繞今(jin)年(nian)年(nian)底前基本取消全國高速(su)公(gong)(gong)(gong)路(lu)(lu)(lu)省界(jie)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)這個(ge)目(mu)標,我(wo)們(men)將重點開展四(si)方(fang)面的(de)工(gong)作:一是加(jia)(jia)快建設(she)和(he)(he)(he)完善(shan)高速(su)公(gong)(gong)(gong)路(lu)(lu)(lu)不停車收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)體系(xi)。包括完成(cheng)清分(fen)結算和(he)(he)(he)運營(ying)管理系(xi)統(tong)的(de)升級,各(ge)(ge)地收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)、收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)車道、ETC門架系(xi)統(tong)硬件(jian)(jian)及軟件(jian)(jian)標準化(hua)(hua)建設(she)改造,聯(lian)網收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)系(xi)統(tong)網絡安全加(jia)(jia)固等(deng)(deng)等(deng)(deng)。二是加(jia)(jia)快電子(zi)不停車快捷(jie)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)系(xi)統(tong),也(ye)就是ETC的(de)推(tui)廣(guang)應(ying)用(yong)。我(wo)們(men)將充分(fen)調動(dong)政(zheng)府和(he)(he)(he)市(shi)場兩方(fang)面的(de)積極性,組織(zhi)和(he)(he)(he)動(dong)員(yuan)各(ge)(ge)方(fang)面力量,加(jia)(jia)快推(tui)進ETC應(ying)用(yong)推(tui)廣(guang),大(da)(da)幅(fu)度提高ETC車載設(she)備的(de)安裝率和(he)(he)(he)使用(yong)率。三(san)是調整(zheng)(zheng)完善(shan)我(wo)省收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)相關法規政(zheng)策(ce)(ce)(ce)(ce)。包括梳理完善(shan)地方(fang)性收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)政(zheng)策(ce)(ce)(ce)(ce),特(te)別是清理和(he)(he)(he)規范(fan)各(ge)(ge)類需(xu)要人(ren)工(gong)查驗和(he)(he)(he)影響公(gong)(gong)(gong)平競(jing)爭的(de)政(zheng)策(ce)(ce)(ce)(ce),制定車輛通(tong)行(xing)費(fei)(fei)(fei)(fei)(fei)標準、實施差異化(hua)(hua)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)政(zheng)策(ce)(ce)(ce)(ce)、落實稽查和(he)(he)(he)信用(yong)措(cuo)施、人(ren)員(yuan)分(fen)流安置,讓公(gong)(gong)(gong)路(lu)(lu)(lu)車輛通(tong)行(xing)更公(gong)(gong)(gong)平、也(ye)更快捷(jie)。四(si)是推(tui)動(dong)政(zheng)府收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)路(lu)(lu)(lu)存量債務(wu)置換,優(you)化(hua)(hua)債務(wu)結構,防范(fan)化(hua)(hua)解債務(wu)風險(xian),為取消高速(su)公(gong)(gong)(gong)路(lu)(lu)(lu)省界(jie)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)站(zhan)創造條件(jian)(jian)。
根(gen)據國務(wu)院及部省(sheng)關于取消高速公路(lu)(lu)省(sheng)界(jie)(jie)收(shou)(shou)費(fei)站(zhan)工(gong)作的任務(wu)要求和(he)時(shi)間安(an)排,為讓廣大(da)人民群(qun)眾盡可能(neng)提前享受這項工(gong)作成果(guo),我們將力爭在今年(nian)年(nian)底(di)前完(wan)成基本取消我省(sheng)高速公路(lu)(lu)省(sheng)界(jie)(jie)收(shou)(shou)費(fei)站(zhan)。其中直接拆(chai)除省(sheng)界(jie)(jie)收(shou)(shou)費(fei)站(zhan)21個(ge),通過(guo)改擴建匝道(dao)取消省(sheng)界(jie)(jie)收(shou)(shou)費(fei)站(zhan)5個(ge),另外因鄰省(sheng)為開放式收(shou)(shou)費(fei)和(he)斷頭路(lu)(lu)等(deng)因素影響(xiang)需協商一致后再行拆(chai)除的5個(ge),同時(shi)增加蕪湖、銅陵(ling)2座長江公路(lu)(lu)大(da)橋收(shou)(shou)費(fei)站(zhan)ETC車道(dao);開展約750套ETC門架系(xi)統(tong)、146個(ge)高速公路(lu)(lu)入口(kou)不(bu)停車稱重檢(jian)測系(xi)統(tong)、248個(ge)收(shou)(shou)費(fei)站(zhan)和(he)690條ETC收(shou)(shou)費(fei)車道(dao)軟硬(ying)件標準化(hua)升級改造、省(sheng)域聯網收(shou)(shou)費(fei)系(xi)統(tong)、系(xi)統(tong)網絡安(an)全(quan)加固等(deng)工(gong)程建設。

答:將(jiang)貨(huo)車(che)(che)由計重收費調(diao)整為按(an)車(che)(che)(軸)型收費,目的是實現(xian)不停車(che)(che)快捷收費,促進物流業降本(ben)增(zeng)效。我們(men)將(jiang)按(an)照(zhao)部省指(zhi)導要求,根據《收費公路管理條例》等(deng)有關規定,科學測算和調(diao)整貨(huo)車(che)(che)通行(xing)(xing)費計費標準,確保不增(zeng)加貨(huo)運車(che)(che)輛(liang)總體通行(xing)(xing)費負擔,并統籌兼顧好(hao)標準裝載車(che)(che)輛(liang)與未滿載車(che)(che)輛(liang)、高速公路使用者與經營(ying)管理者的合法權益(yi)。

3:取消高速(su)公路省(sheng)界收費(fei)站后,收費(fei)員等相關人員將(jiang)如(ru)何(he)安置?如(ru)何(he)做到“轉崗不下崗”?
答(da):妥善分(fen)(fen)(fen)流安(an)置收(shou)費(fei)人(ren)員(yuan)是取消(xiao)高速公(gong)路(lu)省界(jie)收(shou)費(fei)站(zhan)(zhan)必須做好的(de)(de)(de)一項十分(fen)(fen)(fen)重要的(de)(de)(de)工(gong)(gong)作(zuo)。取消(xiao)高速公(gong)路(lu)省界(jie)收(shou)費(fei)站(zhan)(zhan)并實(shi)(shi)現(xian)電子不(bu)(bu)停(ting)車(che)快(kuai)捷收(shou)費(fei)后,部分(fen)(fen)(fen)高速公(gong)路(lu)收(shou)費(fei)人(ren)員(yuan)需要轉(zhuan)(zhuan)(zhuan)崗(gang)安(an)置,包括主(zhu)線收(shou)費(fei)站(zhan)(zhan)的(de)(de)(de)全(quan)體(ti)人(ren)員(yuan)以及進出口收(shou)費(fei)站(zhan)(zhan)的(de)(de)(de)部分(fen)(fen)(fen)人(ren)員(yuan)(主(zhu)要是ETC不(bu)(bu)停(ting)車(che)快(kuai)捷收(shou)費(fei)大(da)(da)量替(ti)代了人(ren)工(gong)(gong)收(shou)費(fei))。我們將按照部省指示要求(qiu),會同(tong)有關部門,堅(jian)持屬地負(fu)責和轉(zhuan)(zhuan)(zhuan)崗(gang)不(bu)(bu)下崗(gang)的(de)(de)(de)原則,按照國家法律法規和政策,制定工(gong)(gong)作(zuo)方(fang)案(an),以高速公(gong)路(lu)單(dan)位內部轉(zhuan)(zhuan)(zhuan)崗(gang)為主(zhu),多渠道分(fen)(fen)(fen)流安(an)置。同(tong)時(shi)加大(da)(da)轉(zhuan)(zhuan)(zhuan)崗(gang)培訓力度(du),鼓勵轉(zhuan)(zhuan)(zhuan)崗(gang)從(cong)事ETC發行與服(fu)務(wu)(wu)、清分(fen)(fen)(fen)結(jie)算后臺服(fu)務(wu)(wu)、高速公(gong)路(lu)服(fu)務(wu)(wu)區(qu)服(fu)務(wu)(wu)等相關工(gong)(gong)作(zuo)。保障其合法權益,切實(shi)(shi)做到(dao)“轉(zhuan)(zhuan)(zhuan)崗(gang)不(bu)(bu)下崗(gang)”。
