為(wei)深入貫徹習近平總書記關于堅決打贏(ying)新型(xing)冠狀(zhuang)病毒肺(fei)炎疫情(qing)防控(kong)的人民戰爭、總體戰、阻擊戰的重要(yao)講話指示批示精神,全面落實(shi)黨中央、國務院有關決策部署,在全力以赴抓好(hao)疫情(qing)防控(kong)同時,有序組織企業(ye)復(fu)工(gong)復(fu)產,扎實(shi)做好(hao)“六(liu)穩(wen)”工(gong)作,統籌推進經濟社會發(fa)展(zhan)各項任務,現提(ti)出如下意見。
一、深入貫徹(che)落實中央決策(ce)部署
堅(jian)(jian)(jian)持以(yi)習近平(ping)新(xin)時代中(zhong)國特(te)色社(she)會主義思想為指導,深(shen)入貫徹落實習近平(ping)總書記重要講話指示(shi)(shi)批(pi)示(shi)(shi)精(jing)(jing)神和中(zhong)央(yang)(yang)決(jue)策部署,增強“四個意識”、堅(jian)(jian)(jian)定“四個自(zi)信”、做到“兩個維護”,堅(jian)(jian)(jian)決(jue)服從黨中(zhong)央(yang)(yang)統(tong)一(yi)指揮、統(tong)一(yi)協調、統(tong)一(yi)調度,按照堅(jian)(jian)(jian)定信心、同舟共濟、科學防(fang)治、精(jing)(jing)準(zhun)施(shi)策的總要求,始終把(ba)人民群眾生命安全和身體健康放在第(di)一(yi)位,以(yi)更(geng)堅(jian)(jian)(jian)定的信心、更(geng)頑強的意志、更(geng)果斷的措施(shi),持續推深(shen)做實“八嚴八控”,堅(jian)(jian)(jian)決(jue)打贏疫(yi)(yi)情防(fang)控阻擊戰,把(ba)新(xin)冠肺炎疫(yi)(yi)情影響降(jiang)到最低,保持經濟平(ping)穩(wen)運行和社(she)會和諧穩(wen)定,努力完(wan)成(cheng)全年經濟社(she)會發展目標任務,確保全面建成(cheng)小康社(she)會和“十三五”規(gui)劃圓滿(man)收(shou)官。
二、有序推(tui)進企業復(fu)工復(fu)產
(一)分(fen)類(lei)分(fen)批(pi)有序組織企業(ye)復(fu)(fu)工(gong)復(fu)(fu)產。省(sheng)疫情防控應急綜合指(zhi)揮部(bu)辦公室要(yao)以縣(xian)域為單(dan)位,根據(ju)疫情確定(ding)(ding)不(bu)同風險(xian)等級(ji),省(sheng)發展改革、經濟和信(xin)息化部(bu)門據(ju)此指(zhi)導各地做好復(fu)(fu)工(gong)復(fu)(fu)產安排(pai)。各地要(yao)統籌制定(ding)(ding)分(fen)類(lei)分(fen)批(pi)復(fu)(fu)工(gong)復(fu)(fu)產方案,風險(xian)等級(ji)較低(di)的(de)區域加快推動復(fu)(fu)工(gong)復(fu)(fu)產;風險(xian)等級(ji)較高的(de)區域要(yao)科學研判、精準(zhun)評(ping)估,確定(ding)(ding)復(fu)(fu)工(gong)復(fu)(fu)產的(de)重(zhong)點(dian)行(xing)業(ye)、重(zhong)點(dian)企業(ye),列(lie)出清單(dan)和時(shi)間表,分(fen)行(xing)業(ye)、分(fen)時(shi)段安全有序推進。
疫情防控(kong)、能源供(gong)應、交通物(wu)流、城鄉(xiang)運行、醫用物(wu)資和(he)(he)(he)食品(pin)等生(sheng)活必(bi)需品(pin)生(sheng)產(chan)(chan)(chan)、飼料生(sheng)產(chan)(chan)(chan)、市場流通銷售等涉(she)及(ji)重(zhong)要(yao)(yao)國(guo)計(ji)民生(sheng)的(de)(de)領域,要(yao)(yao)保障條件立即推動復(fu)(fu)(fu)工(gong)(gong)(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)(chan)(chan),已復(fu)(fu)(fu)產(chan)(chan)(chan)的(de)(de)要(yao)(yao)繼續(xu)增產(chan)(chan)(chan)擴能、開足馬力生(sheng)產(chan)(chan)(chan)。其他企(qi)(qi)(qi)(qi)業(ye)(ye):工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)方面,員工(gong)(gong)(gong)(gong)(gong)和(he)(he)(he)產(chan)(chan)(chan)業(ye)(ye)鏈配套(tao)以(yi)(yi)所在縣(市、區)為(wei)主的(de)(de)工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye),可以(yi)(yi)復(fu)(fu)(fu)工(gong)(gong)(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)(chan)(chan);鼓勵國(guo)有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)、各(ge)類(lei)龍頭企(qi)(qi)(qi)(qi)業(ye)(ye)、骨干企(qi)(qi)(qi)(qi)業(ye)(ye)和(he)(he)(he)高技術、高成長、高附加值企(qi)(qi)(qi)(qi)業(ye)(ye)以(yi)(yi)及(ji)有(you)(you)訂單的(de)(de)外(wai)貿企(qi)(qi)(qi)(qi)業(ye)(ye)抓緊復(fu)(fu)(fu)工(gong)(gong)(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)(chan)(chan);其他工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye),科學(xue)安排,有(you)(you)序復(fu)(fu)(fu)工(gong)(gong)(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)(chan)(chan)。服務業(ye)(ye)方面,商貿物(wu)流企(qi)(qi)(qi)(qi)業(ye)(ye)以(yi)(yi)及(ji)為(wei)制造業(ye)(ye)提(ti)供(gong)物(wu)流服務的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)盡快復(fu)(fu)(fu)工(gong)(gong)(gong)(gong)(gong)復(fu)(fu)(fu)產(chan)(chan)(chan);旅游、休(xiu)閑、娛樂(le)、影劇(ju)院、博物(wu)館等領域暫不開工(gong)(gong)(gong)(gong)(gong)營業(ye)(ye),其他服務業(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)經科學(xue)評估后有(you)(you)序復(fu)(fu)(fu)工(gong)(gong)(gong)(gong)(gong)。建筑業(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)方面,涉(she)及(ji)國(guo)家重(zhong)點工(gong)(gong)(gong)(gong)(gong)程、省(sheng)重(zhong)點建設項(xiang)目、重(zhong)要(yao)(yao)民生(sheng)工(gong)(gong)(gong)(gong)(gong)程以(yi)(yi)及(ji)為(wei)此(ci)類(lei)工(gong)(gong)(gong)(gong)(gong)程提(ti)供(gong)配套(tao)生(sheng)產(chan)(chan)(chan)和(he)(he)(he)服務的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye),符合條件的(de)(de)抓緊復(fu)(fu)(fu)工(gong)(gong)(gong)(gong)(gong)開工(gong)(gong)(gong)(gong)(gong);涉(she)及(ji)其他項(xiang)目的(de)(de)建筑業(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)由(you)各(ge)地根據實際(ji)統籌安排。
落實復工(gong)復產(chan)屬地責任,按照誰管理、誰負責的要求,復工(gong)復產(chan)審核備案由(you)企業(ye)所在縣(市、區)或園區行業(ye)主管部門負責,加(jia)強防控機制、物資(zi)、員(yuan)工(gong)排查(cha)、應急預(yu)案、內部管理、宣傳(chuan)教育(yu)等(deng)方面審核,有(you)(you)條件的復工(gong)復產(chan)企業(ye)要做到(dao)“五有(you)(you)”,即有(you)(you)疫防人員(yuan)、有(you)(you)疫情檢測點(dian)(dian)、有(you)(you)檢測隔離(li)點(dian)(dian)、有(you)(you)必備的醫護用品(pin)、有(you)(you)嚴格的檢測。
(二)強(qiang)化復(fu)(fu)(fu)工(gong)復(fu)(fu)(fu)產(chan)(chan)企(qi)業(ye)疫(yi)情(qing)防(fang)(fang)(fang)控(kong)措施(shi)。各(ge)(ge)企(qi)業(ye)要(yao)按照(zhao)“誰用(yong)工(gong)、誰管理、誰負責”的(de)要(yao)求(qiu),切(qie)實履行疫(yi)情(qing)防(fang)(fang)(fang)控(kong)和(he)(he)生(sheng)產(chan)(chan)經營主(zhu)體責任,抓(zhua)好“一責兩案(an)”,即落(luo)實疫(yi)情(qing)防(fang)(fang)(fang)控(kong)領導責任制(zhi)、制(zhi)定疫(yi)情(qing)防(fang)(fang)(fang)控(kong)和(he)(he)復(fu)(fu)(fu)工(gong)復(fu)(fu)(fu)產(chan)(chan)兩個(ge)方案(an),建立由主(zhu)要(yao)負責人(ren)牽頭的(de)疫(yi)情(qing)防(fang)(fang)(fang)控(kong)工(gong)作領導機制(zhi),落(luo)實專(zhuan)人(ren)專(zhuan)班(ban)負責疫(yi)情(qing)防(fang)(fang)(fang)控(kong),細化各(ge)(ge)個(ge)崗(gang)位的(de)職責分工(gong)和(he)(he)各(ge)(ge)個(ge)環節的(de)防(fang)(fang)(fang)控(kong)措施(shi)。加強(qiang)返崗(gang)人(ren)員(yuan)疫(yi)情(qing)排(pai)查(cha),各(ge)(ge)地要(yao)用(yong)好用(yong)足核(he)酸檢測(ce)等(deng)(deng)科技手段(duan),強(qiang)化對重點(dian)領域人(ren)群的(de)篩查(cha),提(ti)高返程返崗(gang)人(ren)員(yuan)篩查(cha)效(xiao)率,指(zhi)導企(qi)業(ye)對返程返崗(gang)人(ren)員(yuan)開展全(quan)(quan)面健(jian)康排(pai)查(cha),嚴禁“帶病返崗(gang)”。按照(zhao)企(qi)業(ye)自備為主(zhu)、政府支持(chi)為輔(fu),全(quan)(quan)力保障企(qi)業(ye)復(fu)(fu)(fu)工(gong)復(fu)(fu)(fu)產(chan)(chan)防(fang)(fang)(fang)護用(yong)品需要(yao),鼓勵企(qi)業(ye)間互幫互濟。各(ge)(ge)地要(yao)按照(zhao)國家衛生(sheng)健(jian)康部門關于企(qi)業(ye)疫(yi)情(qing)防(fang)(fang)(fang)控(kong)措施(shi)及要(yao)求(qiu),指(zhi)導和(he)(he)幫助企(qi)業(ye)建立健(jian)全(quan)(quan)日常(chang)清潔(jie)、消毒、通風、健(jian)康報告等(deng)(deng)制(zhi)度,嚴格執行出入人(ren)員(yuan)集中(zhong)場所(suo)體溫檢測(ce)篩查(cha)等(deng)(deng)要(yao)求(qiu),做好復(fu)(fu)(fu)工(gong)復(fu)(fu)(fu)產(chan)(chan)前以及生(sheng)產(chan)(chan)過程中(zhong)的(de)防(fang)(fang)(fang)護、疫(yi)情(qing)應對、個(ge)體防(fang)(fang)(fang)護等(deng)(deng)防(fang)(fang)(fang)控(kong)措施(shi)。
(三)強(qiang)化復工(gong)(gong)復產保(bao)障(zhang)。全力做(zuo)好運(yun)輸組(zu)織保(bao)障(zhang),各地(di)各有(you)關(guan)(guan)(guan)部門(men)要(yao)(yao)加強(qiang)農民工(gong)(gong)等(deng)(deng)重(zhong)點(dian)人(ren)(ren)(ren)群返(fan)崗(gang)的對接和(he)服(fu)務,規范(fan)旅客(ke)進(jin)出站健(jian)康檢(jian)查,強(qiang)化在途疫情(qing)防(fang)控(kong),切(qie)實降低疫情(qing)傳播(bo)風險。堅決糾正(zheng)對外來車輛和(he)人(ren)(ren)(ren)員(yuan)“一刀切(qie)”勸返(fan)等(deng)(deng)做(zuo)法(fa)(fa),保(bao)障(zhang)復工(gong)(gong)企業(ye)人(ren)(ren)(ren)員(yuan)特別是核心員(yuan)工(gong)(gong)、技(ji)術骨(gu)干(gan)及時到崗(gang)。通過(guo)“點(dian)對點(dian)”包(bao)車方式返(fan)程(cheng)的工(gong)(gong)人(ren)(ren)(ren),行(xing)前(qian)14天內和(he)在途沒(mei)有(you)相關(guan)(guan)(guan)癥狀的要(yao)(yao)盡(jin)快復工(gong)(gong)。疫情(qing)較輕地(di)區要(yao)(yao)在做(zuo)好防(fang)疫前(qian)提(ti)下,有(you)序(xu)恢復客(ke)運(yun)班線(xian)、城市公(gong)交等(deng)(deng)服(fu)務。各級疫情(qing)防(fang)控(kong)領導小組(zu)要(yao)(yao)建(jian)立企業(ye)復工(gong)(gong)復產統籌(chou)協調機制,落實重(zhong)點(dian)企業(ye)派駐聯(lian)絡員(yuan)制度,及時協調解(jie)決機器、用工(gong)(gong)、資金不(bu)足(zu)等(deng)(deng)問題,抓(zhua)好原輔料、重(zhong)要(yao)(yao)零部件等(deng)(deng)穩(wen)供保(bao)障(zhang),加強(qiang)物(wu)流運(yun)輸保(bao)障(zhang),嚴(yan)禁擅(shan)自設(she)(she)卡攔截(jie)、阻斷(duan)貨運(yun)通道等(deng)(deng)違法(fa)(fa)行(xing)為,確(que)保(bao)全產業(ye)鏈(lian)正(zheng)常運(yun)行(xing)。將防(fang)疫物(wu)資、關(guan)(guan)(guan)鍵原輔料、重(zhong)要(yao)(yao)生產設(she)(she)備及零部件、食(shi)品等(deng)(deng)生活(huo)必需(xu)品等(deng)(deng)納入應急運(yun)輸保(bao)障(zhang)范(fan)圍,對相關(guan)(guan)(guan)車輛開通綠色通道。
三、大力扶持(chi)實(shi)體經濟發展(zhan)
(四)加大(da)金(jin)融(rong)支持力度(du)(du)。對疫情(qing)(qing)防控應(ying)急物資(zi)(zi)及生(sheng)活物資(zi)(zi)生(sheng)產企(qi)業(ye)(ye),安排(pai)專(zhuan)項(xiang)(xiang)信貸(dai)(dai)額(e)度(du)(du),其中地方(fang)法人銀(yin)行(xing)業(ye)(ye)金(jin)融(rong)機(ji)構(gou)安排(pai)專(zhuan)項(xiang)(xiang)貸(dai)(dai)款300億元以(yi)上。對受疫情(qing)(qing)影(ying)響較大(da)、暫時出現還款困難的企(qi)業(ye)(ye),采取延期(qi)還款、分期(qi)還款、展(zhan)期(qi)、無還本(ben)續貸(dai)(dai)等措施,不得盲目(mu)抽貸(dai)(dai)、壓(ya)(ya)貸(dai)(dai)、斷貸(dai)(dai)。用足用好央行(xing)疫情(qing)(qing)防控專(zhuan)項(xiang)(xiang)再貸(dai)(dai)款資(zi)(zi)金(jin)額(e)度(du)(du),落實中央財政(zheng)(zheng)貼息政(zheng)(zheng)策,支持金(jin)融(rong)機(ji)構(gou)向疫情(qing)(qing)防控重點企(qi)業(ye)(ye)提供優(you)惠(hui)(hui)利(li)率(lv)(lv)貸(dai)(dai)款,確(que)保(bao)(bao)企(qi)業(ye)(ye)貸(dai)(dai)款利(li)率(lv)(lv)低于1.6%。鼓(gu)勵銀(yin)行(xing)業(ye)(ye)金(jin)融(rong)機(ji)構(gou)壓(ya)(ya)降成(cheng)本(ben)費(fei)率(lv)(lv),對受疫情(qing)(qing)影(ying)響較大(da)的小微企(qi)業(ye)(ye)貸(dai)(dai)款利(li)率(lv)(lv)在原有水平基(ji)礎(chu)上下浮(fu)10%以(yi)上,確(que)保(bao)(bao)2020年全省普(pu)惠(hui)(hui)小微企(qi)業(ye)(ye)貸(dai)(dai)款綜合融(rong)資(zi)(zi)成(cheng)本(ben)較上年降低0.5個(ge)百分點。各(ge)級政(zheng)(zheng)府性(xing)融(rong)資(zi)(zi)擔保(bao)(bao)機(ji)構(gou)將平均(jun)擔保(bao)(bao)費(fei)率(lv)(lv)降至1%以(yi)下。支持金(jin)融(rong)機(ji)構(gou)和(he)企(qi)業(ye)(ye)發行(xing)各(ge)類債券。鼓(gu)勵保(bao)(bao)險機(ji)構(gou)以(yi)優(you)惠(hui)(hui)費(fei)率(lv)(lv)為受疫情(qing)(qing)影(ying)響企(qi)業(ye)(ye)辦理保(bao)(bao)險業(ye)(ye)務,并適當擴(kuo)(kuo)展(zhan)責任范圍。落實小微出口企(qi)業(ye)(ye)基(ji)本(ben)風險統(tong)保(bao)(bao)政(zheng)(zheng)策,進一步擴(kuo)(kuo)大(da)出口信用保(bao)(bao)險覆蓋面和(he)承保(bao)(bao)規模,做(zuo)到應(ying)保(bao)(bao)盡保(bao)(bao)。
(五(wu))推進企(qi)(qi)(qi)業(ye)降本減(jian)負。著力降低(di)中小(xiao)(xiao)微(wei)企(qi)(qi)(qi)業(ye)用(yong)(yong)電、用(yong)(yong)氣、物流等成本,工(gong)業(ye)用(yong)(yong)電價格(ge)(ge)根據國家政策及(ji)時(shi)調整(zheng),工(gong)業(ye)用(yong)(yong)水價格(ge)(ge)、用(yong)(yong)天(tian)然氣價格(ge)(ge)均(jun)下調10%,期(qi)限為(wei)3個(ge)月。落(luo)實降低(di)增值稅(shui)稅(shui)率、擴(kuo)大(da)享受稅(shui)收(shou)優(you)惠(hui)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)業(ye)范(fan)圍等政策,對(dui)生(sheng)產防控(kong)重(zhong)點(dian)物資生(sheng)產企(qi)(qi)(qi)業(ye)增產擴(kuo)能新(xin)購設(she)備給予財(cai)政獎補(bu)和稅(shui)費優(you)惠(hui),對(dui)中小(xiao)(xiao)微(wei)企(qi)(qi)(qi)業(ye)因(yin)疫情(qing)影響不能按(an)期(qi)繳(jiao)納(na)稅(shui)款的,可依(yi)法申(shen)請(qing)延(yan)期(qi)繳(jiao)納(na)。減(jian)免(mian)(mian)中小(xiao)(xiao)微(wei)企(qi)(qi)(qi)業(ye)租(zu)金,對(dui)承租(zu)國有企(qi)(qi)(qi)業(ye)經營(ying)性(xing)(xing)用(yong)(yong)房或產權為(wei)行政事業(ye)性(xing)(xing)單位(wei)房產的中小(xiao)(xiao)微(wei)企(qi)(qi)(qi)業(ye)(含個(ge)體工(gong)商(shang)戶),免(mian)(mian)收(shou)3個(ge)月房租(zu);對(dui)租(zu)用(yong)(yong)其他經營(ying)用(yong)(yong)房的,鼓(gu)勵業(ye)主(房東(dong))為(wei)租(zu)戶減(jian)免(mian)(mian)租(zu)金,具體由(you)雙方協(xie)商(shang)確定。
(六(liu))保(bao)障重(zhong)點企業用(yong)(yong)工。對(dui)保(bao)障疫(yi)(yi)情防(fang)控(kong)、公共事業運(yun)行(xing)、群眾生(sheng)活必需及(ji)其他涉(she)及(ji)重(zhong)要國計民生(sheng)企業、重(zhong)大工程,至少配備1名人社服務(wu)專(zhuan)員,提(ti)(ti)供(gong)用(yong)(yong)工、社會保(bao)險(xian)、政策對(dui)接等服務(wu),優先(xian)發布用(yong)(yong)工信(xin)息,通(tong)過(guo)(guo)本地挖潛(qian)、余缺調(diao)劑、組(zu)(zu)織(zhi)見習(xi)、協(xie)調(diao)實習(xi)生(sheng)等方式(shi),滿足(zu)企業階段性用(yong)(yong)工需求(qiu)。對(dui)當地難以滿足(zu)的(de),在符(fu)合(he)疫(yi)(yi)情防(fang)控(kong)要求(qiu)的(de)前(qian)提(ti)(ti)下,協(xie)助重(zhong)點企業定向(xiang)跨區域招(zhao)聘(pin)。開展“送(song)人到崗”活動(dong),對(dui)具(ju)有一定規模的(de),通(tong)過(guo)(guo)聯防(fang)聯控(kong)機制(zhi)協(xie)調(diao)交通(tong)運(yun)輸(shu)部門制(zhi)定運(yun)送(song)方案,有條件(jian)的(de)可組(zu)(zu)織(zhi)集中運(yun)送(song)直達(da)目(mu)的(de)地。對(dui)按省(sheng)疫(yi)(yi)情防(fang)控(kong)應急(ji)綜合(he)指揮部要求(qiu),提(ti)(ti)前(qian)復(fu)工復(fu)產、納入重(zhong)點防(fang)控(kong)物資生(sheng)產企業名單的(de),所在市(shi)、縣(市(shi)、區)可使用(yong)(yong)就業補(bu)(bu)助資金,按每人每天200元(yuan)的(de)補(bu)(bu)貼(tie)(tie)標準給(gei)予一次性就業補(bu)(bu)貼(tie)(tie)。
(七)加(jia)大(da)企(qi)(qi)(qi)業(ye)(ye)穩(wen)(wen)崗(gang)(gang)(gang)支(zhi)持。加(jia)大(da)失(shi)(shi)業(ye)(ye)保(bao)險(xian)援企(qi)(qi)(qi)穩(wen)(wen)崗(gang)(gang)(gang)政(zheng)策(ce)實(shi)施力度,強化失(shi)(shi)業(ye)(ye)保(bao)險(xian)費返還(huan)政(zheng)策(ce)落實(shi)。擴(kuo)大(da)中(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業(ye)(ye)就(jiu)業(ye)(ye)崗(gang)(gang)(gang)位,對(dui)在疫情(qing)(qing)防控期(qi)間新增就(jiu)業(ye)(ye)崗(gang)(gang)(gang)位的(de)小(xiao)微企(qi)(qi)(qi)業(ye)(ye),根據新簽(qian)訂12個月以上勞動合同(tong)的(de)人(ren)員(yuan)數量,由(you)就(jiu)業(ye)(ye)補助資金按(an)照每人(ren)1000元的(de)標準給予(yu)一次性補貼,對(dui)其(qi)中(zhong)(zhong)吸(xi)納因疫情(qing)(qing)無法返回(hui)湖北就(jiu)業(ye)(ye)人(ren)員(yuan)或登記(ji)失(shi)(shi)業(ye)(ye)6個月以上人(ren)員(yuan)的(de)企(qi)(qi)(qi)業(ye)(ye),標準提高到每人(ren)2000元,每戶(hu)企(qi)(qi)(qi)業(ye)(ye)最高不超(chao)過(guo)4萬元。對(dui)受疫情(qing)(qing)影響(xiang),有暫時性生產經營(ying)困(kun)難的(de)中(zhong)(zhong)小(xiao)微企(qi)(qi)(qi)業(ye)(ye),可緩(huan)繳養(yang)老保(bao)險(xian)、失(shi)(shi)業(ye)(ye)保(bao)險(xian)、工傷保(bao)險(xian)費,緩(huan)繳期(qi)限不超(chao)過(guo)1年。對(dui)受疫情(qing)(qing)影響(xiang)導致經營(ying)困(kun)難的(de)批發零售、住宿餐飲、物流(liu)運輸、文化旅游等行(xing)業(ye)(ye)的(de)企(qi)(qi)(qi)業(ye)(ye),可按(an)規定申(shen)請暫緩(huan)繳存住房公積金。加(jia)大(da)創(chuang)業(ye)(ye)支(zhi)持,對(dui)受疫情(qing)(qing)影響(xiang)暫時失(shi)(shi)去收入(ru)來源的(de)個人(ren)和小(xiao)微企(qi)(qi)(qi)業(ye)(ye),對(dui)其(qi)申(shen)請創(chuang)業(ye)(ye)擔保(bao)貸款優(you)先給予(yu)支(zhi)持。鼓勵勞動者參(can)與(yu)線(xian)(xian)上職業(ye)(ye)技能培訓,優(you)化提升線(xian)(xian)上公共就(jiu)業(ye)(ye)服務,多措并舉做好高校畢業(ye)(ye)生、農民工、疫情(qing)(qing)沖擊中(zhong)(zhong)下崗(gang)(gang)(gang)人(ren)員(yuan)等重點群體就(jiu)業(ye)(ye)工作,確保(bao)就(jiu)業(ye)(ye)大(da)局穩(wen)(wen)定。
四、全力(li)推進重(zhong)點(dian)項目建設
(八(ba))發(fa)揮政府性(xing)投(tou)資引領帶動作(zuo)用。加(jia)快(kuai)基礎設施、民生建(jian)設等領域(yu)項(xiang)(xiang)目(mu)(mu)建(jian)設。針對疫情防(fang)控中的(de)短板(ban)和(he)需求(qiu),加(jia)強涉(she)及科技(ji)創新和(he)公(gong)共(gong)(gong)衛(wei)生的(de)重大(da)(da)項(xiang)(xiang)目(mu)(mu)謀劃(hua),加(jia)大(da)(da)公(gong)共(gong)(gong)衛(wei)生、防(fang)災減災、交(jiao)通(tong)基礎設施、老舊小區改(gai)造等補(bu)短板(ban)投(tou)資。預(yu)算內投(tou)資優先向傳染(ran)病防(fang)治急需的(de)項(xiang)(xiang)目(mu)(mu)傾斜,重點支持(chi)公(gong)共(gong)(gong)衛(wei)生領域(yu)和(he)承擔突發(fa)公(gong)共(gong)(gong)衛(wei)生任(ren)務的(de)醫療衛(wei)生機構前沿(yan)性(xing)、公(gong)益性(xing)、共(gong)(gong)性(xing)關鍵技(ji)術(shu)的(de)投(tou)入。調動民間投(tou)資積(ji)極性(xing),加(jia)快(kuai)推(tui)動建(jian)設一批(pi)重大(da)(da)項(xiang)(xiang)目(mu)(mu)。
(九)扎實(shi)推(tui)進(jin)(jin)重(zhong)點項(xiang)目(mu)(mu)(mu)(mu)(mu)建設。落實(shi)“四督四保(bao)”“五(wu)項(xiang)機(ji)制”,分(fen)類制定重(zhong)點項(xiang)目(mu)(mu)(mu)(mu)(mu)開(kai)工(gong)(gong)時間表,統籌組(zu)織(zhi)4200個省重(zhong)點續建項(xiang)目(mu)(mu)(mu)(mu)(mu)有序復工(gong)(gong),推(tui)進(jin)(jin)1800個以上重(zhong)點項(xiang)目(mu)(mu)(mu)(mu)(mu)新開(kai)工(gong)(gong),實(shi)行(xing)清單(dan)式管理、責(ze)任化推(tui)進(jin)(jin)。在疫情防控期間,全(quan)面推(tui)行(xing)用地預審(shen)(shen)、規(gui)劃選址等(deng)前置要件線(xian)上受理、網上聯審(shen)(shen),創新審(shen)(shen)批工(gong)(gong)作(zuo)方(fang)式。待疫情解除后,積極(ji)組(zu)織(zhi)重(zhong)點項(xiang)目(mu)(mu)(mu)(mu)(mu)集中(zhong)開(kai)工(gong)(gong)活動(dong)。要把重(zhong)大項(xiang)目(mu)(mu)(mu)(mu)(mu)及(ji)生活物(wu)資(zi)保(bao)障、施工(gong)(gong)物(wu)資(zi)供(gong)應、疫情防控物(wu)資(zi)等(deng)納入地方(fang)保(bao)供(gong)范圍,保(bao)障項(xiang)目(mu)(mu)(mu)(mu)(mu)建設施工(gong)(gong)通(tong)(tong)道暢(chang)通(tong)(tong),協調落實(shi)項(xiang)目(mu)(mu)(mu)(mu)(mu)復工(gong)(gong)開(kai)工(gong)(gong)條件。
(十(shi))強(qiang)化項(xiang)目(mu)建(jian)設(she)(she)要素保障。對2020年(nian)6月(yue)底(di)前能實質性(xing)開工(gong)的省重(zhong)點建(jian)設(she)(she)項(xiang)目(mu),可使用省預留新增建(jian)設(she)(she)用地(di)計劃(hua)指標。疫情防控必(bi)需(xu)的新建(jian)非營(ying)利(li)性(xing)醫療(liao)場所(suo),所(suo)需(xu)建(jian)設(she)(she)用地(di)指標由(you)省統(tong)籌解決(jue)。地(di)方政府(fu)債券優(you)先支持(chi)2020年(nian)6月(yue)底(di)前開工(gong)建(jian)設(she)(she)的醫療(liao)衛(wei)生、鐵路(lu)(lu)、公路(lu)(lu)、水利(li)、機場等基(ji)礎設(she)(she)施(shi)和(he)補短板(ban)(ban)項(xiang)目(mu)。加強(qiang)金(jin)融(rong)支持(chi),推(tui)動(dong)政銀(yin)(yin)企協作,協調(diao)銀(yin)(yin)行業金(jin)融(rong)機構擴(kuo)大融(rong)資(zi)總量,更(geng)好(hao)保障新開工(gong)和(he)續建(jian)的重(zhong)大基(ji)礎設(she)(she)施(shi)、重(zhong)點領(ling)域補短板(ban)(ban)項(xiang)目(mu)。
五、有效提振穩(wen)定擴大消(xiao)費
(十一)切(qie)實保(bao)障(zhang)市(shi)場供(gong)應。有序(xu)組織批發市(shi)場、商(shang)場超市(shi)、社(she)區門店等(deng)商(shang)業(ye)網點(dian)復(fu)工開業(ye),提高補(bu)貨(huo)補(bu)架頻率,統(tong)籌(chou)疫(yi)情防控和(he)方便群眾采(cai)購。擴大藥品(pin)、衛生用品(pin)、健(jian)身器材生產(chan)銷售。鼓勵企業(ye)積極開拓(tuo)進(jin)口渠道,優(you)化(hua)進(jin)口農產(chan)品(pin)食品(pin)和(he)生活必需(xu)品(pin)檢(jian)驗檢(jian)疫(yi)監(jian)管流(liu)程,支持進(jin)口防疫(yi)醫療(liao)物(wu)資(zi),實行快速(su)通關、快速(su)驗放。對企業(ye)復(fu)工復(fu)產(chan)急需(xu)的(de)資(zi)源性商(shang)品(pin),不涉及危化(hua)品(pin)的(de),簡化(hua)商(shang)品(pin)檢(jian)驗合格評定(ding)程序(xu),支持疫(yi)情防控物(wu)資(zi)和(he)生活必需(xu)品(pin)生產(chan)企業(ye)增產(chan)擴產(chan)。鼓勵快遞業(ye)創新業(ye)態形式,完善物(wu)流(liu)服務體系。
(十二)加強市場(chang)監(jian)督管(guan)理(li)。疫(yi)情(qing)防(fang)控期間,嚴(yan)格實(shi)行(xing)一(yi)次(ci)性使用(yong)醫用(yong)口罩、消(xiao)毒酒精產(chan)品(pin)終端價(jia)格管(guan)理(li),確(que)保(bao)防(fang)控物(wu)資生產(chan)、銷售全環節價(jia)格總體(ti)平穩(wen)。嚴(yan)厲查(cha)處以次(ci)充好、囤(dun)積居奇(qi)、哄抬物(wu)價(jia)等違(wei)(wei)法違(wei)(wei)規行(xing)為,將相關企業(ye)違(wei)(wei)法違(wei)(wei)規信息納入(ru)公共信用(yong)信息共享服務平臺。嚴(yan)格落實(shi)食品(pin)生產(chan)經(jing)營單位(wei)主體(ti)責任,加強食品(pin)安全監(jian)管(guan)。對涉及(ji)(ji)疫(yi)情(qing)防(fang)控方(fang)面的投訴舉報,及(ji)(ji)時(shi)受理(li)、及(ji)(ji)時(shi)處置、及(ji)(ji)時(shi)反饋,切實(shi)保(bao)護消(xiao)費者的合法權益。
(十三)創(chuang)(chuang)新(xin)(xin)消(xiao)費(fei)模式和供(gong)(gong)給方(fang)式。抓緊(jin)研究制定相(xiang)關政(zheng)策,支持傳統(tong)企業(ye)(ye)拓寬電(dian)商化(hua)、數字化(hua)渠道,積極(ji)發揮(hui)大中型電(dian)商企業(ye)(ye)籌措物資、對接產(chan)銷的作用,引導商品供(gong)(gong)應模式創(chuang)(chuang)新(xin)(xin)、渠道多元。加大線(xian)上(shang)消(xiao)費(fei)供(gong)(gong)給,鼓勵流通企業(ye)(ye)開展(zhan)線(xian)上(shang)訂購等(deng)個性(xing)化(hua)服務,大力(li)發展(zhan)不見面銷售(shou)、無(wu)接觸配送。加快培(pei)育在(zai)線(xian)教育、在(zai)線(xian)辦公、數字娛樂(le)、數字生活(huo)等(deng)新(xin)(xin)業(ye)(ye)態新(xin)(xin)模式,釋放新(xin)(xin)興消(xiao)費(fei)潛(qian)力(li)。加快農村電(dian)商提質增效。
(十(shi)四)促進消費擴容提質。研究制(zhi)定(ding)支(zhi)(zhi)持(chi)(chi)服(fu)務(wu)(wu)業(ye)(ye)(ye)穩定(ding)健(jian)康發(fa)展(zhan)(zhan)政策措(cuo)施(shi),重(zhong)點扶持(chi)(chi)住(zhu)宿餐飲、交通運輸、文(wen)化旅游(you)等受疫情影響(xiang)較大行業(ye)(ye)(ye)。加(jia)(jia)快服(fu)務(wu)(wu)消費升級(ji),鼓勵引導汽車、家電(dian)、消費電(dian)子產品更新(xin)消費,培育(yu)智能消費、定(ding)制(zhi)消費等新(xin)模式。積極(ji)推進城鄉農(nong)貿(mao)市(shi)場(chang)、標準(zhun)化菜(cai)市(shi)場(chang)升級(ji)改造(zao),支(zhi)(zhi)持(chi)(chi)商貿(mao)企業(ye)(ye)(ye)開拓國內(nei)消費市(shi)場(chang)。發(fa)揮省級(ji)流通業(ye)(ye)(ye)發(fa)展(zhan)(zhan)專項資金作用,改善流通業(ye)(ye)(ye)公共(gong)服(fu)務(wu)(wu)體系。統籌商務(wu)(wu)發(fa)展(zhan)(zhan)專項資金,加(jia)(jia)快跨境電(dian)商發(fa)展(zhan)(zhan),加(jia)(jia)大貿(mao)易(yi)融資支(zhi)(zhi)持(chi)(chi)。
六、持續抓好脫貧攻堅
(十五)最大限度降低疫情(qing)對貧(pin)困(kun)(kun)群(qun)眾(zhong)的影響。科學監(jian)測評估疫情(qing)對產業(ye)扶(fu)貧(pin)、就(jiu)業(ye)扶(fu)貧(pin)、金(jin)融扶(fu)貧(pin)等(deng)(deng)方(fang)(fang)面的影響,加(jia)大被感(gan)染(ran)貧(pin)困(kun)(kun)人口(kou)及其家庭臨時救(jiu)助力度,扎(zha)實開展(zhan)精準(zhun)幫扶(fu)工作,防止出現因病致貧(pin)、返貧(pin)人口(kou)。落實就(jiu)業(ye)扶(fu)貧(pin)車間獎勵補助、稅費優惠、租(zu)金(jin)減(jian)免等(deng)(deng)政策(ce)措施,對符(fu)合貸款要求(qiu)(qiu)、有發展(zhan)生產貸款需(xu)求(qiu)(qiu)的貧(pin)困(kun)(kun)戶,通(tong)過(guo)“線上辦理”等(deng)(deng)方(fang)(fang)式(shi),做到應(ying)貸盡(jin)貸,幫助貧(pin)困(kun)(kun)群(qun)眾(zhong)持續(xu)穩定增收。
(十六)堅(jian)決打贏精準(zhun)脫(tuo)貧(pin)攻堅(jian)戰。圍(wei)繞確保(bao)現行標(biao)(biao)準(zhun)下農(nong)村貧(pin)困(kun)人(ren)口全部脫(tuo)貧(pin)目(mu)標(biao)(biao),集中力量(liang)攻克大(da)別山等(deng)革命老區、皖北地(di)區和(he)沿(yan)淮行蓄洪區等(deng)深度(du)貧(pin)困(kun)堡壘(lei),按照逐(zhu)(zhu)村逐(zhu)(zhu)戶逐(zhu)(zhu)人(ren)逐(zhu)(zhu)項(xiang)要求,動態清零“兩不愁三(san)保(bao)障”及(ji)飲水安全突出問題。全力抓好中央脫(tuo)貧(pin)攻堅(jian)專項(xiang)巡視“回頭看”和(he)國家考核(he)反饋問題整改,加大(da)深度(du)貧(pin)困(kun)地(di)區基礎設施、基本公共服務(wu)補短板(ban)項(xiang)目(mu)的投入,探(tan)索建立(li)解決相對貧(pin)困(kun)和(he)防范返貧(pin)長效機制。
七、扎實(shi)推進鄉村振興

(十八)全(quan)力保障農產(chan)品有效(xiao)供(gong)(gong)給(gei)。認真落實關于應(ying)對新(xin)冠肺炎疫(yi)情(qing)保障主副(fu)食(shi)品生(sheng)(sheng)(sheng)(sheng)產(chan)流(liu)通供(gong)(gong)應(ying)的(de)若干(gan)措(cuo)施(shi),各市政府嚴格落實“菜籃子”市長負責制,加(jia)(jia)強轄(xia)區(qu)內糧油菜、肉(rou)蛋奶、水(shui)產(chan)品等(deng)(deng)生(sheng)(sheng)(sheng)(sheng)活(huo)必需品生(sheng)(sheng)(sheng)(sheng)產(chan)供(gong)(gong)應(ying),統籌(chou)抓(zhua)好(hao)(hao)(hao)生(sheng)(sheng)(sheng)(sheng)產(chan)發(fa)展(zhan)、產(chan)銷(xiao)銜接(jie)、流(liu)通運(yun)輸、市場調(diao)控、質量安(an)全(quan)等(deng)(deng)各項工(gong)作。全(quan)力組(zu)織春(chun)耕生(sheng)(sheng)(sheng)(sheng)產(chan)和(he)農業生(sheng)(sheng)(sheng)(sheng)產(chan)恢復,組(zu)織好(hao)(hao)(hao)種子、化肥、飼料等(deng)(deng)農資供(gong)(gong)應(ying),確保糧食(shi)安(an)全(quan)和(he)重(zhong)(zhong)(zhong)要農產(chan)品有效(xiao)供(gong)(gong)給(gei)。以(yi)穩定(ding)恢復生(sheng)(sheng)(sheng)(sheng)豬生(sheng)(sheng)(sheng)(sheng)產(chan)為重(zhong)(zhong)(zhong)點(dian)統籌(chou)抓(zhua)好(hao)(hao)(hao)畜牧業生(sheng)(sheng)(sheng)(sheng)產(chan),不得關閉正(zheng)常經營的(de)屠宰場,支持(chi)合法(fa)合規的(de)屠宰場盡快復工(gong),按照依(yi)法(fa)依(yi)規、分類管(guan)理(li)、精準(zhun)施(shi)策的(de)要求加(jia)(jia)強活(huo)禽交(jiao)易市場管(guan)理(li),毫不動(dong)搖抓(zhua)好(hao)(hao)(hao)非洲豬瘟、禽流(liu)感等(deng)(deng)重(zhong)(zhong)(zhong)大動(dong)物疫(yi)病(bing)防控。加(jia)(jia)快實施(shi)現(xian)代農業提升(sheng)工(gong)程,高起點(dian)建設長三(san)角綠色(se)農產(chan)品生(sheng)(sheng)(sheng)(sheng)產(chan)加(jia)(jia)工(gong)供(gong)(gong)應(ying)基地。
(十九(jiu))深化農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村改(gai)革(ge)。認真貫(guan)徹中央關于抓(zhua)好“三(san)農(nong)(nong)(nong)”領域(yu)重(zhong)點工(gong)作確保如期實現(xian)全面(mian)小康的(de)意見及省委實施意見,深入推(tui)進農(nong)(nong)(nong)村承包地“三(san)權分置”改(gai)革(ge),探索第二輪(lun)土地承包到期后再(zai)延(yan)長30年方法路徑(jing)和(he)經驗(yan),完成(cheng)農(nong)(nong)(nong)村集(ji)(ji)體產權制(zhi)度(du)改(gai)革(ge)整省試點任務。繼(ji)續開展“三(san)變”改(gai)革(ge),做大集(ji)(ji)體經濟強村。開展鄉村就業(ye)創業(ye)促進行動,推(tui)動農(nong)(nong)(nong)民持(chi)續增收。
八、加強經濟運行調度
(二十)加強(qiang)(qiang)經濟形勢分(fen)析研究(jiu)。各地(di)和有關部門要切實(shi)加強(qiang)(qiang)經濟運行(xing)監測,精準分(fen)析疫情對(dui)(dui)不同地(di)區、不同行(xing)業、不同企業的影響,切實(shi)摸清底(di)數,有針對(dui)(dui)性提出對(dui)(dui)策(ce)措(cuo)施,做到研判要準、預案(an)要實(shi)、出手(shou)要快,爭取(qu)最(zui)好的結果。強(qiang)(qiang)化目標導(dao)向(xiang)、問題導(dao)向(xiang)、結果導(dao)向(xiang),加強(qiang)(qiang)政策(ce)研究(jiu),做好工作預案(an),強(qiang)(qiang)化政策(ce)儲備。
(二十一)落實經濟(ji)運行(xing)調(diao)度機(ji)制(zhi)。各(ge)地(di)要建立健(jian)全企業復工(gong)復產專(zhuan)項調(diao)度機(ji)制(zhi),及時協調(diao)解(jie)決復工(gong)復產遇到的(de)困難和問題。認真落實全省經濟(ji)運行(xing)調(diao)度機(ji)制(zhi)、促(cu)進(jin)(jin)經濟(ji)持續(xu)健(jian)康發(fa)展約談機(ji)制(zhi)、評價通報考核機(ji)制(zhi),有效傳導壓力(li),推動工(gong)作落實。落實重(zhong)點(dian)項目分級分層協調(diao)調(diao)度機(ji)制(zhi),保障重(zhong)點(dian)項目建設順利(li)推進(jin)(jin)。
九(jiu)、著(zhu)力壓緊壓實責任

(二十三(san))持(chi)續創(chuang)優(you)營商環(huan)境(jing)。各(ge)地各(ge)部門要圍繞企(qi)業(ye)復工復產,創(chuang)新政(zheng)務(wu)服(fu)(fu)(fu)務(wu)方式,全面落實審(shen)批(pi)服(fu)(fu)(fu)務(wu)事項(xiang)“網上(shang)(shang)辦”“掌上(shang)(shang)辦”“郵寄辦”“預約辦”,全面開展7X24小時不(bu)打(da)烊“隨時辦”服(fu)(fu)(fu)務(wu)。對涉及疫(yi)情防控(kong)的審(shen)批(pi)服(fu)(fu)(fu)務(wu)事項(xiang),開辟綠色服(fu)(fu)(fu)務(wu)通道(dao),實行容(rong)缺辦理(li)、特事特辦。認真(zhen)貫徹落實國(guo)家及我省(sheng)應對疫(yi)情各(ge)項(xiang)政(zheng)策措施,提升企(qi)業(ye)獲得感。推動外資大項(xiang)目落地,實施好外商投(tou)資法(fa)及配套(tao)法(fa)規,優(you)化外商投(tou)資環(huan)境(jing),保護(hu)外資合法(fa)權益,穩(wen)定外資企(qi)業(ye)投(tou)資信心。
(二十四)全(quan)面抓好(hao)安全(quan)生(sheng)產(chan)。嚴(yan)格落(luo)(luo)實(shi)疫情防控時期各類企業安全(quan)生(sheng)產(chan)責(ze)任,持續深化“鑄安”行動,落(luo)(luo)實(shi)安全(quan)生(sheng)產(chan)風險管(guan)控“六(liu)項機制(zhi)”,加強易燃易爆、有(you)毒有(you)害等(deng)作業場所監測防護,特別(bie)是要做好(hao)防疫物資、倉儲物流、運輸配送等(deng)重點企業重大安全(quan)風險隱(yin)患排查(cha),及時消除各類安全(quan)隱(yin)患,確保不發生(sheng)生(sheng)產(chan)安全(quan)事(shi)故。
(二十五)切(qie)實強化督促(cu)檢(jian)查。把落實防控措施和支持政策(ce)情況、推進(jin)企(qi)業復工復產情況等,納入年度目標管理績效(xiao)考核,加大跟(gen)蹤督辦力度。對(dui)工作(zuo)不力、作(zuo)風(feng)漂(piao)浮、敷衍塞責(ze)(ze)、推諉扯皮的(de),依法依規嚴肅問責(ze)(ze)。相(xiang)關企(qi)業如因防控措施和責(ze)(ze)任落實不到(dao)位(wei),出現疫情的(de),依法依規承擔(dan)相(xiang)應責(ze)(ze)任。
