大(da)(da)家(jia)好!非常高興和大(da)(da)家(jia)見(jian)面(mian)。感(gan)謝大(da)(da)家(jia)長期以(yi)來對(dui)安(an)徽(hui)交通運(yun)輸工作(zuo)的關(guan)(guan)心(xin)和支(zhi)持。近日,《安(an)徽(hui)省(sheng)深化(hua)收(shou)費公路制度改(gai)(gai)革取消高速公路省(sheng)界收(shou)費站(zhan)工作(zuo)實施方案(an)》(皖(wan)收(shou)費路改(gai)(gai)〔2019〕2號(hao))(以(yi)下簡稱《實施方案(an)》)已經省(sheng)政(zheng)府同意,由省(sheng)收(shou)費公路制度改(gai)(gai)革取消高速公路省(sheng)界收(shou)費站(zhan)工作(zuo)領導小組(zu)正式(shi)印發,下面(mian)就該《實施方案(an)》有關(guan)(guan)情況(kuang)向(xiang)大(da)(da)家(jia)簡要介紹。
黨中央、國務(wu)院高(gao)度(du)重視深化收(shou)費(fei)公(gong)路(lu)(lu)制度(du)改革取消高(gao)速(su)公(gong)路(lu)(lu)省界收(shou)費(fei)站工(gong)作(zuo)。2018年(nian)12月(yue)(yue),習近(jin)平總書記在中央經(jing)濟工(gong)作(zuo)會議上要求“提高(gao)綜合交通運輸網(wang)絡效率(lv),降低高(gao)速(su)公(gong)路(lu)(lu)、機場、港口、鐵路(lu)(lu)等(deng)收(shou)費(fei),降低物(wu)流成本”。今年(nian)3月(yue)(yue),李克強總理在《政府工(gong)作(zuo)報告》中提出“深化收(shou)費(fei)公(gong)路(lu)(lu)制度(du)改革,推動降低過路(lu)(lu)過橋費(fei)用……兩(liang)年(nian)內基本取消全國高(gao)速(su)公(gong)路(lu)(lu)省界收(shou)費(fei)站,實現(xian)不(bu)停車快(kuai)捷(jie)收(shou)費(fei),減少擁堵、便利群眾”,并要求“力爭提前實現(xian)”。
深化收(shou)(shou)費(fei)(fei)公(gong)(gong)路(lu)制度(du)改(gai)革取消高(gao)(gao)速(su)公(gong)(gong)路(lu)省(sheng)界(jie)收(shou)(shou)費(fei)(fei)站工(gong)作(zuo)(zuo)是黨中央(yang)、國(guo)(guo)務(wu)院作(zuo)(zuo)出(chu)的重大決策部(bu)署,是一項嚴肅的政治任務(wu)、重大的民生(sheng)工(gong)程(cheng),也(ye)是一場時間緊、任務(wu)重、要求高(gao)(gao)的攻(gong)堅戰。安(an)徽(hui)省(sheng)委、省(sheng)政府對此高(gao)(gao)度(du)重視,省(sheng)交(jiao)通(tong)運(yun)(yun)輸(shu)廳按照中央(yang)及部(bu)省(sheng)指(zhi)示要求,根據國(guo)(guo)務(wu)院辦公(gong)(gong)廳《關(guan)于印(yin)發深化收(shou)(shou)費(fei)(fei)公(gong)(gong)路(lu)制度(du)改(gai)革取消高(gao)(gao)速(su)公(gong)(gong)路(lu)省(sheng)界(jie)收(shou)(shou)費(fei)(fei)站實(shi)施方案的通(tong)知》(國(guo)(guo)辦發〔2019〕23號)、交(jiao)通(tong)運(yun)(yun)輸(shu)部(bu)辦公(gong)(gong)廳《關(guan)于成立深化收(shou)(shou)費(fei)(fei)公(gong)(gong)路(lu)制度(du)改(gai)革取消高(gao)(gao)速(su)公(gong)(gong)路(lu)省(sheng)界(jie)收(shou)(shou)費(fei)(fei)站工(gong)作(zuo)(zuo)總指(zhi)揮部(bu)有關(guan)事項的通(tong)知》(交(jiao)辦人教〔2019〕42號)等文件,結(jie)合安(an)徽(hui)實(shi)際,制定(ding)我省(sheng)《實(shi)施方案》,報省(sheng)政府常務(wu)會審議通(tong)過,目前(qian)已正式印(yin)發。
《實施方(fang)案》主要包括(kuo)目標(biao)要求(qiu)、工作任務及保障措(cuo)施三個方(fang)面內容(rong):
一、目標要求
按(an)(an)照交通(tong)運輸部(bu)辦(ban)公(gong)(gong)廳〔2019〕42號(hao)文中關(guan)(guan)于“兩年(nian)內(nei)基(ji)本取消全國高速公(gong)(gong)路(lu)省(sheng)(sheng)(sheng)界收(shou)費(fei)站,實現不(bu)停(ting)車快(kuai)捷收(shou)費(fei)”的(de)總(zong)要求(qiu),結合(he)實際,我(wo)省(sheng)(sheng)(sheng)《實施方案(an)》明確(que):按(an)(an)照應急工(gong)程簡化(hua)程序,加快(kuai)相關(guan)(guan)工(gong)程建設,2019年(nian)10月(yue)(yue)底前(qian)完成(cheng)(cheng)電子不(bu)停(ting)車收(shou)費(fei)系統(ETC)門架系統等軟硬(ying)件(jian)建設任務,11月(yue)(yue)初開始聯調聯試,12月(yue)(yue)底前(qian)具備新舊系統切換(huan)條件(jian),確(que)保(bao)年(nian)底前(qian)如期(qi)取消我(wo)省(sheng)(sheng)(sheng)高速公(gong)(gong)路(lu)21個(ge)具備條件(jian)的(de)省(sheng)(sheng)(sheng)界收(shou)費(fei)站。同時大力推廣普及ETC車載裝(zhuang)置的(de)安(an)裝(zhuang)與(yu)使用,2019年(nian)底前(qian)全省(sheng)(sheng)(sheng)在籍汽(qi)車ETC車載裝(zhuang)置安(an)裝(zhuang)率達(da)到80%以上,全省(sheng)(sheng)(sheng)高速公(gong)(gong)路(lu)入口(kou)車輛使用ETC比例達(da)到90%以上。積(ji)極穩妥完成(cheng)(cheng)人員安(an)置等各項工(gong)作,確(que)保(bao)全省(sheng)(sheng)(sheng)高速公(gong)(gong)路(lu)安(an)全穩定運行。
二、工作任務
取消省(sheng)(sheng)界收費(fei)站是(shi)一項復雜的(de)系統工(gong)(gong)程,是(shi)收費(fei)模式和收費(fei)技術的(de)重構(gou)。結(jie)合本省(sheng)(sheng)實際,在具體工(gong)(gong)作任務部署上,主要是(shi)3個方(fang)面的(de)任務:
一是加(jia)快建(jian)(jian)(jian)設(she)和完善我省(sheng)高(gao)(gao)速(su)公路(lu)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)體系(xi)(xi)。包括編制總體方案、拆除省(sheng)界(jie)(jie)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)、ETC門架(jia)(jia)系(xi)(xi)統建(jian)(jian)(jian)設(she)、省(sheng)級聯(lian)網(wang)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)系(xi)(xi)統建(jian)(jian)(jian)設(she)、部省(sheng)聯(lian)網(wang)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)系(xi)(xi)統聯(lian)調測試、高(gao)(gao)速(su)公路(lu)入口不(bu)停車(che)稱重檢測系(xi)(xi)統建(jian)(jian)(jian)設(she)、省(sheng)域聯(lian)網(wang)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)系(xi)(xi)統網(wang)絡安全加(jia)固。具體工(gong)程(cheng)和軟硬件(jian)系(xi)(xi)統建(jian)(jian)(jian)設(she)時間期限在目標(biao)要求里(li)已經提(ti)過(guo)。最終目標(biao)就是10月底(di)(di)前(qian)建(jian)(jian)(jian)設(she)省(sheng)界(jie)(jie)和非省(sheng)界(jie)(jie)ETC門架(jia)(jia)系(xi)(xi)統約(yue)750套(tao),實現對ETC車(che)輛(liang)分段計(ji)(ji)費(fei)(fei)扣費(fei)(fei)、人工(gong)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(MTC)車(che)輛(liang)分段計(ji)(ji)費(fei)(fei);年底(di)(di)前(qian)如期取(qu)消我省(sheng)高(gao)(gao)速(su)公路(lu)21個(ge)(ge)具備條件(jian)的(de)省(sheng)界(jie)(jie)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan),在剩余的(de)10個(ge)(ge)省(sheng)界(jie)(jie)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)中,需改擴建(jian)(jian)(jian)匝道(dao)的(de)5個(ge)(ge)省(sheng)界(jie)(jie)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)改擴建(jian)(jian)(jian)工(gong)程(cheng)計(ji)(ji)劃于12月底(di)(di)完成,另外(wai)在暫不(bu)具備取(qu)消條件(jian)的(de)5個(ge)(ge)省(sheng)界(jie)(jie)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)中,G36寧(ning)洛(luo)高(gao)(gao)速(su)曹莊站(zhan)(zhan)(zhan)、G40滬陜高(gao)(gao)速(su)吳莊站(zhan)(zhan)(zhan)、G4211寧(ning)蕪高(gao)(gao)速(su)寧(ning)馬站(zhan)(zhan)(zhan)等3個(ge)(ge)省(sheng)界(jie)(jie)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)與江蘇省(sheng)相連道(dao)路(lu)為開放(fang)式交通,待江蘇省(sheng)完成道(dao)路(lu)封閉化改造后(hou)再(zai)拆除物理收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)。G4012溧寧(ning)高(gao)(gao)速(su)皖蘇郎溪站(zhan)(zhan)(zhan)、S05宣桐高(gao)(gao)速(su)皖浙千秋關站(zhan)(zhan)(zhan)2個(ge)(ge)省(sheng)界(jie)(jie)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)受(shou)省(sheng)際“斷頭(tou)路(lu)”影響,目前(qian)作為高(gao)(gao)速(su)公路(lu)匝道(dao)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)使用,本(ben)次同步安裝(zhuang)ETC門架(jia)(jia)系(xi)(xi)統,待鄰省(sheng)高(gao)(gao)速(su)公路(lu)通車(che)后(hou)再(zai)拆除物理收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)站(zhan)(zhan)(zhan)。
二是加快(kuai)ETC發(fa)展應(ying)用(yong)(yong)(yong)。包(bao)括制(zhi)定(ding)ETC發(fa)展應(ying)用(yong)(yong)(yong)工作(zuo)方(fang)案、加快(kuai)ETC用(yong)(yong)(yong)戶發(fa)展、實施ETC車載裝置(zhi)(zhi)(zhi)免(mian)費安(an)裝、拓展ETC發(fa)行(xing)渠(qu)道、共享車輛注冊信息、推進汽車預置(zhi)(zhi)(zhi)安(an)裝ETC車載裝置(zhi)(zhi)(zhi)、拓展ETC服務功能等。同(tong)時(shi)根(gen)據各地2018年(nian)底汽車保(bao)有量,制(zhi)定(ding)各地ETC用(yong)(yong)(yong)戶發(fa)展計(ji)劃(hua),充分發(fa)揮(hui)各市人民(min)政(zheng)府主體作(zuo)用(yong)(yong)(yong),按照屬地管理(li)原則,調動各方(fang)資(zi)源(yuan),采用(yong)(yong)(yong)“政(zheng)府+市場(chang)”方(fang)式(shi),加快(kuai)ETC用(yong)(yong)(yong)戶發(fa)展,力爭2019年(nian)底前發(fa)行(xing)370萬用(yong)(yong)(yong)戶,確保(bao)年(nian)底前全(quan)省在籍汽車ETC車載裝置(zhi)(zhi)(zhi)安(an)裝率達到80%以上(shang),全(quan)省高速(su)公路入口車輛使(shi)用(yong)(yong)(yong)ETC比例(li)達到90%以上(shang)。
三是(shi)調(diao)整(zheng)完善(shan)我省(sheng)(sheng)收(shou)(shou)費(fei)公(gong)(gong)路(lu)(lu)相關法規(gui)政(zheng)策。包括梳理完善(shan)地(di)方性收(shou)(shou)費(fei)公(gong)(gong)路(lu)(lu)收(shou)(shou)費(fei)政(zheng)策、制定(ding)車輛通行(xing)費(fei)標準、實(shi)施差異化(hua)收(shou)(shou)費(fei)政(zheng)策、落實(shi)稽查和信用(yong)措施、推動(dong)政(zheng)府收(shou)(shou)費(fei)公(gong)(gong)路(lu)(lu)存量(liang)債務置(zhi)(zhi)換等,特別在人(ren)(ren)(ren)員分流安(an)置(zhi)(zhi)方面(mian),我們將按照國家法律法規(gui)和政(zheng)策,根據部省(sheng)(sheng)指示(shi)要求(qiu),堅持屬地(di)負責和轉(zhuan)崗(gang)不下崗(gang)的基本原則,結合我省(sheng)(sheng)實(shi)際(ji),制定(ding)收(shou)(shou)費(fei)人(ren)(ren)(ren)員安(an)置(zhi)(zhi)工作(zuo)方案,以內(nei)部擇(ze)優轉(zhuan)崗(gang)為主,通過新開通高速公(gong)(gong)路(lu)(lu)項目、ETC發行(xing)和客服、收(shou)(shou)費(fei)系統后臺(tai)服務、高速公(gong)(gong)路(lu)(lu)服務區(qu)、公(gong)(gong)路(lu)(lu)養護、機電運(yun)維等多渠道分流安(an)置(zhi)(zhi)收(shou)(shou)費(fei)人(ren)(ren)(ren)員,依法妥善(shan)處理職工人(ren)(ren)(ren)事勞動(dong)關系,保障收(shou)(shou)費(fei)人(ren)(ren)(ren)員合法權益。
三、保障措施
一(yi)是加強(qiang)組(zu)(zu)織領導。根據國辦發(fa)(fa)〔2019〕23號文件精神,成立(li)省(sheng)領導小組(zu)(zu),同時根據交通運輸部具(ju)體(ti)(ti)要求,同步成立(li)省(sheng)總(zong)指(zhi)揮(hui)部,由省(sheng)政(zheng)府(fu)分管領導任組(zu)(zu)長和(he)(he)總(zong)指(zhi)揮(hui)長。省(sheng)總(zong)指(zhi)揮(hui)部負責(ze)具(ju)體(ti)(ti)工作落(luo)實(shi)推(tui)進。領導小組(zu)(zu)和(he)(he)指(zhi)揮(hui)部分別負責(ze)決策部署和(he)(he)具(ju)體(ti)(ti)執行(xing),有利(li)于構(gou)建層級明確、高(gao)(gao)(gao)效有序(xu)的(de)指(zhi)揮(hui)體(ti)(ti)系,其他兄弟省(sheng)份也大多(duo)采用這種模式。二(er)是強(qiang)化責(ze)任落(luo)實(shi)。將各項工作落(luo)實(shi)情況(kuang)納(na)入省(sheng)政(zheng)府(fu)對各市人民政(zheng)府(fu)、省(sheng)直相關(guan)單(dan)位、相關(guan)企業年度(du)目標績(ji)效考核(he)。三是強(qiang)化資金保障。對取(qu)消(xiao)高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路省(sheng)界(jie)收(shou)費(fei)(fei)(fei)站涉及(ji)ETC車載裝(zhuang)置安(an)裝(zhuang)、系統和(he)(he)設施(shi)建設改造等資金,各高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路經營(ying)單(dan)位通過(guo)通行(xing)費(fei)(fei)(fei)收(shou)入列支,積極爭取(qu)中(zhong)央(yang)財(cai)政(zheng)安(an)排車輛購(gou)置稅給予(yu)適當(dang)補貼,省(sheng)財(cai)政(zheng)安(an)排一(yi)定資金,鼓勵(li)通過(guo)市場機(ji)制籌集(ji)資金。四是強(qiang)化安(an)全(quan)管理。做好取(qu)消(xiao)高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路省(sheng)界(jie)收(shou)費(fei)(fei)(fei)站建設改造期間(jian)交通安(an)全(quan)、施(shi)工安(an)全(quan)相關(guan)保障工作,維護正常通行(xing)秩(zhi)序(xu),避免(mian)發(fa)(fa)生長時間(jian)擁堵,防止群(qun)體(ti)(ti)性(xing)事件發(fa)(fa)生。五是強(qiang)化宣(xuan)傳引導。加強(qiang)對取(qu)消(xiao)高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路省(sheng)界(jie)收(shou)費(fei)(fei)(fei)站、實(shi)現(xian)不停車快捷(jie)收(shou)費(fei)(fei)(fei)相關(guan)政(zheng)策的(de)宣(xuan)傳解(jie)讀,正確引導社(she)會(hui)預期,及(ji)時回應公(gong)(gong)眾(zhong)關(guan)切,營(ying)造良(liang)好輿論氛圍(wei)。
